At the meeting of the Committee on Defense and Security Issues of the Senate of the Oliy Majlis, the report of the Ministry of Internal Affairs on the work carried out to prevent offenses in the country in 2025 was heard.

As noted, during the reporting period, 89.3 percent or 36,421 of the crimes that could have been prevented, but were committed, were solved.

During search-and-investigation operations, 9,921 wanted individuals were apprehended, and 600 missing citizens were found. As a result of measures implemented to curb crime in neighborhoods, no crimes were committed at all in 4,034 out of 9,008 neighborhoods (44.8 percent).

According to the criminogenic situation analysis, 44.8 percent of neighborhoods were classified as "green", 47.9 percent as "yellow", and 7.4 percent as "red".

It was emphasized that as a result of preventive measures, preventable crimes decreased by 4.6 percent, youth crime by 15.1 percent, crimes committed by women by 14.2 percent, group crimes by 13.1 percent, juvenile delinquency by 11 percent, and crimes committed while intoxicated by 5.6 percent.

More than 2.5 million appeals received via the "102" service were reviewed, and nearly 1.4 million offenses were prevented.

At the same time, it was noted that certain problems persist. In particular, 155,002 crimes were registered across the republic in 2025, which accounts for 412.9 per 100,000 population.

This indicator made up 942.6 in Tashkent city, 544 in Tashkent region, 440.3 in Syrdarya region, and 449.6 in Navoi region. It was noted that 49.6 percent of crimes were committed via information technologies.

Regarding drug-related crimes, 15,412 offenses were detected, and 3 tons and 775 kilograms of narcotic drugs were confiscated. Additionally, 15 drug laboratories were uncovered.

Due to insufficient control mechanisms in the digital economy sector, the activities of 53 illegal mining farms were detected, causing 20.6 billion soms in damage to the state.

It was also noted that 13,639 crimes were committed by youth in 2025, emphasizing the need to increase the efficiency of work with young people.

At the end of the discussions, the committee members adopted an appropriate decision on eliminating existing shortcomings in the field, strengthening preventive work, combating crimes committed via information technologies, and improving the targeted work system in neighborhoods.

Also, the report of the Authorized Person of the Oliy Majlis of the Republic of Uzbekistan for Human Rights — the Ombudsman was heard at the meeting.
