The Ministry of Construction and Housing-Communal Services has appealed to the court regarding an object in the Almazar district of Tashkent. The ministry considers this construction to have been erected arbitrarily and has requested its mandatory demolition.
In the statement of claim filed with the Interdistrict Civil Court of Shaykhontohur district on October 12, 2026, Umidjon Rahimov is indicated as the defendant. The matter concerns the object located at house 3, Gulzor narrow street, Chukursoy street, Gulzor mahalla, Almazar district.
As stated in the document, it was revealed during the inspection that construction work was carried out without agreeing on the design and estimate documentation. In this regard, on September 8, 2026, instruction No. 1-09-01 was issued regarding the voluntary demolition of the object within a 15-day period.

However, an inspection report drawn up on October 12 recorded that the requirement set in the instruction had not been fulfilled.
In its statement of claim, the ministry relied on Article 212 of the Civil Code of the Republic of Uzbekistan. It notes that a building erected without appropriate permits or with serious violations of construction norms and rules is considered an arbitrary construction, and such an object may be demolished by a court decision.

The document also indicates that mandatory demolition works can be carried out by a state executioner with the assistance of internal affairs bodies.
The Ministry of Construction and Housing-Communal Services has asked the court to issue a decision on the mandatory demolition of this object. At the same time, it also asked to consider the case in absentia if the defendant fails to appear in court.
Materials such as an instruction letter, a report confirming its non-fulfillment, decisions on administrative punishment, and a photograph of the object are attached to the document.
