Effect.uz has obtained an audio recording allegedly belonging to the governor of Denau district, Akbarali Ishmurzoyev, from one of the meetings held with farmers in Surkhandarya region. The audio reveals offensive and degrading expressions used against a farmer.
The incident took place in October 2026 during meetings held at the building of a chemical enterprise in Denau district and at the district administration office. In the audio recording, a person introduced as the governor demands a report from a farmer regarding the harvest that must be delivered to the state and land usage issues. During the conversation, extremely derogatory words such as “scoundrel” are heard being addressed to the farmer. Unfortunately, one can also witness that the governor simply crossed the boundaries of the farmers' personal dignity.
In particular, the audio features words to the effect:
«You scoundrel, you know how to steal credits, you know how to plant something else on state land, you know how to sell barley in bags... You don't know the Land Code. Now I will make you know it, you scoundrel!»

According to the farmers who provided the information, such treatment is not a one-time occurrence. They emphasize that similar situations were observed during evening meetings involving farmers in the district, which sometimes lasted until 23:00. Ishmurzoyev even cursed the farmers' mothers.
“Whether it rains, stones fall, or your grandmother's rains, you will start the concrete from today,” says the governor.
Also, some farmers stated that they were unable to record the events because their phones were confiscated during the meeting. There is another serious claim: some farmers say there were instances where physical force was used by the governor. However, the editorial office does not yet possess independently confirmed videos or other evidence regarding these situations.

Is it permissible for an official to use offensive words during communication with farmers?
The head of a state body can exercise demand and criticism in any meeting. However, the issue of whether it is permissible to degrade human honor and dignity in this communication must be separately evaluated from the perspective of legal and official discipline.

Especially when it comes not to an ordinary citizen, but to an official meeting involving the head of a state body in their region, the official's communication culture and how they use their powers are considered an important issue for the public.
The editorial office could not independently verify whether the voice in this audio recording truly belongs to Denau district governor Akbarali Ishmurzoyev, and at which meeting and under what circumstances the audio was recorded.
Therefore, the response of the administration and responsible authorities to this situation is awaited.
Did the Denau district governor use offensive words? Was there pressure on farmers at the meeting? If so, what legal assessment will be given to this?
The editorial office is ready to publish the official response of the Denau district administration and responsible authorities regarding these questions.
