President: Numerous complaints regarding rude behavior of internal affairs officers

In 2025, over 148,000 appeals related to the competence of the internal affairs system were received. A large portion of the complaints is related to the officers' communication culture and the quality of investigations.

At a meeting dedicated to improving the system of working with public appeals, President Shavkat Mirziyoyev noted that there are numerous grievances regarding the rude behavior of internal affairs officers and the quality of investigations.

During the meeting held by President Shavkat Mirziyoyev on Friday, issues of taking the public appeals system to a new level and deeply analyzing public opinion were discussed.

It was noted at the meeting that over 148,000 appeals regarding issues within the competence of internal affairs bodies were received in 2025.

It was emphasized that a major part of the complaints is connected to the rude behavior of internal affairs officers and the quality of investigations.

The head of state instructed system officials to visit the regions receiving the highest number of appeals per 1,000 residents and study the situation. Among such regions, Denau, Urgut districts, the cities of Samarkand, Karshi, Namangan, Jizzakh, Fergana, and Chirchik were noted.

The President stressed the need to hold open dialogues with the population in these regions and take measures to improve the professional training and communication culture of preventive inspectors and investigators.

Another issue discussed at the meeting was bureaucratic obstacles in issuing birth certificates for certain children.

It was reported that 448 citizens applied regarding the issue of children who could not obtain birth certificates for various reasons.

Drawing attention to this situation, the President asked:

"These are people who were forced to apply because a certificate is required to enroll their child in kindergarten and school. How many more haven't applied yet?"

To resolve this issue, the Ministry of Justice of Uzbekistan was instructed to develop a simple and practical solution.
