On October 24, the State Security Service published video footage showing the deputy khokim of Kosonsoy district being detained for taking a bribe. However, some media outlets misinterpreted the person in the video and spread reports that a different deputy khokim had been detained.
According to Effect.uz, the person shown in the video is Elmurodjon Toshpulatov, who worked as the first deputy khokim of Kosonsoy district for finance, economy and poverty reduction issues — head of the district economy and finance department.
Meanwhile, some media outlets reported that instead of him, Golibjon Shodibekov, deputy khokim of Kosonsoy district for agriculture and water management issues — head of the district agriculture department, had been detained. In particular, Shodibekov's photos were used. Later, after it became known that this report was incorrect, the photos were removed.
An independent investigation by Effect.uz revealed that Golibjon Shodibekov participated in a seminar held on October 26 in the field of the "Yangiyol silver" farm located in the territory of the Khudoyberdiyev MMTP in Kosonsoy district.
The seminar was dedicated to the timely and high-quality implementation of seasonal agrotechnical measures in agriculture and creating a solid foundation for the 2027 harvest.
For information, Elmurodjon Toshpulatov was detained in an operational operation carried out by employees of the Department of the State Security Service for Namangan region in cooperation with the Department under the General Prosecutor's Office.
He threatened a local entrepreneur by taking away a land plot given to him on a lease basis and giving it to another entrepreneur, and demanded the installation of 20 kW solar panels at his home.
During the operational event, Toshpulatov was caught red-handed while receiving 65 million soms in his official car to cover the costs of purchasing and installing solar panels.
It was reported that a criminal case has been initiated against him under Article 210 of the Criminal Code and investigative actions are being conducted.
Thus, it is being clarified that it was not Golibjon Shodibekov mentioned in the circulated reports, but Elmurodjon Toshpulatov who was detained.
