An employee of the Tashkent Publishing and Printing Technical School, Ch.B., appealed to the editorial office, stating that she is facing obstacles in her labor activities by the institution's director, Nodira Toykulova, and is subjected to pressures that negatively affect her professional honor and dignity.
According to the appeal, on March 12, 2026, she was involved in vote-gathering work within the framework of the Open Budget project. According to the employee, based on the director's assignment, she was forced to visit banks and schools, as well as technical schools, to engage in vote gathering.
According to the complainant, although her annual leave was scheduled from July 20 to September 2, 2026, she was demanded to report to work starting August 15. Phone calls and text messages were sent to her regarding this matter.

When the employee returned to work in September, she reports being told to find another job and write a resignation letter.
As noted in the appeal, in September 2026, a disciplinary penalty—a reprimand—was groundlessly applied to the employee, and various warning letters were also issued.
Objections do not end there. According to the employee, the bonus for Teachers' and Mentors' Day, which should have been paid on October 1, was not allocated to her. In the same month, an order was issued to reduce her monthly salary by 30 percent.
Also, according to her words, the technical school director personally entered her office and took away the computer and chair provided for use. The employee states that she was also removed from the technical school's Telegram groups.
A number of questions arise in this situation: What was the basis for calling the employee to work during her annual leave? On what grounds are the reprimand and warnings applied to her justified? Was the order to reduce the salary by 30 percent formalized in a legal manner? What basis was indicated for not paying the bonus?
Also, claims that educational institution employees were involved in vote-gathering work within the framework of the Open Budget project require separate study.
EFFECT.UZ editorial office asks the management of the Tashkent Publishing and Printing Technical School to provide an official comment on the situations mentioned in this appeal. In particular, it is necessary to disclose what documents were formalized regarding the application of a disciplinary penalty to the employee, salary reduction, non-payment of bonuses, and confiscation of work tools.
It is important that authorized labor bodies also conduct an investigation into these situations and give a legal assessment of whether the employee's labor rights were violated. The editorial office is ready to publish the reaction of the technical school management and responsible organizations on this issue.
