The Ministry of Justice has state-registered the rules of ethics for the creation, implementation, and use of artificial intelligence-based solutions.
This document establishes the following ethical principles in the use of artificial intelligence technologies and systems:
▫️ legality;
▫️ priority of protecting the interests of the individual, society, and the state, as well as the environment;
▫️ interpretability;
▫️ accountability, responsibility, and control;
▫️ fairness and non-discrimination;
▫️ openness and transparency;
▫️ data protection;
▫️ reliability and security.
A requirement is established not to rely solely on the conclusions of information systems operating on the basis of artificial intelligence technologies created exclusively through AI when making the following decisions:
▪️ legally significant decisions related to human rights and freedoms;
▪️ decisions in healthcare (diagnosing diseases, determining treatment methods, etc.) and other fields.
Developers, implementers, and users of artificial intelligence technologies and systems must provide information about:
➖ the purposes for which they can be used or are prohibited;
➖ the fact that AI-based solutions or decisions are not always correct;
➖ the possibility of using their results for advisory or informational purposes only.
At the same time, the rules define the rights and obligations of participants in artificial intelligence.
