Starting from 2027, a new procedure for outsourcing in medical institutions is planned to be introduced. According to it, hospitals will be able to purchase certain medical and auxiliary services from private organizations. By 2030, it is aimed to increase the share of outsourcing in service procurement to 30 percent.
It is noted that to ensure transparency of the process, an electronic system called “Medical Outsourcing” will be created. Service providers, contracts, the quality of completed work, and payments will be monitored within it.
Additionally, it is planned to introduce a professional management system in 5 major medical institutions by 2030. Managers will be selected on the basis of an open competition, and their activities will be evaluated annually based on performance indicators.
