The problem surrounding the «OLIMP» project, the construction of which has remained unfinished for years in the Mirzo Ulugbek district, has still not found its solution.
As we reported earlier, on September 30, a meeting was held at the khokimiyat of the Mirzo Ulugbek district with dissatisfied citizens regarding this unfinished facility by «ERNEST-HOLDING» LLC. On October 3, district khokim Bahodir Goyibnazarov visited the facility itself, met with the residents and listened to their appeals.
On that day, citizens were told that the issue would be studied once again and a meeting with the founders of the construction company would be held on October 8. However, the expected meeting on October 8 did not go as the citizens imagined.
Did the promised meeting remain just a promise?
On October 8, the EFFECT.UZ creative team was also present with citizens in front of the Mirzo Ulugbek district khokimiyat building.
As it turned out, the founders and representatives of «ERNEST-HOLDING» LLC came to the khokimiyat. But according to the citizens, their desire to hold an open dialogue together with the khokim and the population to resolve the problem was not realized.
Later it became known that company representatives had a separate conversation with khokimiyat officials.
A natural question arises here:
If the citizens, who are the main interested party in the problem, are appealing several times, why was an open and outcome-oriented meeting not held with their participation?
Most importantly, what practical changes have occurred in the situation since October 8?
Today, according to citizens, they have not been informed about the specific measures taken by the khokimiyat to resolve the «OLIMP» problem. Also, clear information has not been provided to the public regarding the implementation of the tasks given at the facility on October 3.
Now citizens are not waiting for the khokimiyat to act
Time is passing. Construction is still unfinished. And citizens are waiting for practical results, not another meeting or another promise.
For this reason, today, without waiting for the further actions of the officials in the district khokimiyat, they went to appeal to the Administration of the President of the Republic of Uzbekistan.
According to the citizens, they now place their trust in the President on this issue and are asking for a high level of practical assistance in solving the problem.
This situation itself raises even more questions. Because on October 3, the district khokim went to the facility and personally studied the problem. On October 8, the founders and representatives of the construction company came to the khokimiyat. But after October 8, citizens are left waiting for official information about the exact solution to the problem, the work done, and the next steps.
Open questions regarding «OLIMP»
In our previous investigation, we provided information on the history of the land and construction documents of the «OLIMP» facility, as well as the criminal case initiated against the officials of «ERNEST-HOLDING» LLC.
According to the documents, the land plot of the facility was formed in 2000, and later a part of it passed to «ERNEST-HOLDING» LLC. In 2021, design and estimate documents were agreed upon, and in 2023, the facility was re-registered with the state. At the same time, there are court decisions regarding some parts of the criminal case related to the facility, while the other part of the case was sent to the General Prosecutor's Office to continue the preliminary investigation.
However, today the most important thing for citizens is:
When and how will «OLIMP» be completed?
Were the tasks given by the khokimiyat on October 3 fulfilled?
Why was the dialogue announced to be held with the company's founders on October 8 not organized with the participation of citizens? What practical work has been done since October 8?
Why are citizens not being given clear information about this work?
And finally, why are citizens forced to seek a solution to their problem not from the district khokimiyat, but from the Presidential Administration?
It is time to answer these questions not with empty promises, but with specific facts and practical results.
