A Joint Communique was adopted at the end of the dialogue, which was attended by representatives from 24 countries and 5 international organizations.

On November 6, 2026, the first SCO Plus Expert Dialogue on Security Issues, titled “Security in the Era of Digital Transformation: Combating Terrorism and Extremism Taking into Account the Development of New Technologies,” concluded its work in the city of Samarkand.

More than 180 representatives of special services from SCO member, observer, and dialogue partner states took part in the event. In addition, 33 delegations from 24 countries and 5 international organizations participated.

In the address sent by President of Uzbekistan Shavkat Mirziyoyev to the participants of the dialogue, the importance of ensuring information security, protecting critical infrastructure, and increasing the resilience of states to new forms of destructive influence was emphasized.

It was noted that while digital technologies create broad opportunities for development, they also bring about new threats and risks.

The dialogue was held in the format of a plenary session. It discussed issues of studying national experiences, establishing effective cooperation mechanisms, putting an end to terrorist activities in the digital space, and forming impactful tools aimed at preventing the spread of extremist and radical ideas.

Special attention was paid to the risks associated with the use of artificial intelligence, digital platforms, and other technological means in spreading terrorist propaganda, recruiting supporters, and coordinating illegal activities.

The participants emphasized that the "SCO Plus" format is of great importance as an open platform for aligning expert approaches, exchanging practical experience, and developing recommendations on security issues.

At the end of the dialogue, the heads of delegations adopted a Joint Communique.

The document proposed conducting research on the impact of new technologies on terrorist threats, preparing reviews of effective preventive practices, as well as developing topic-specific seminars and advanced training programs.
