IMARAT DEVELOPMENT related conflicts were discussed in a meeting with buyers, attended by the Tashkent city prosecutor and the Tashkent city internal affairs department. The meeting provided information on continuing construction, refunding citizens' funds, handing over objects more quickly, and the investigation process.
According to Rasul Kusherbayev, investigative actions are currently underway against IMARAT DEVELOPMENT founder and his partner Jasur Azizov, and a preventive measure has been applied to them. At the same time, it was reported that Jasur Azizov's father, Dilshod Azizov, was at the company office overseeing the construction processes.

Assets worth $120 million are being seized
According to the information provided by the Tashkent city prosecutor at the meeting, other assets belonging to the founders are also being seized and evaluated. We are talking about property worth approximately 120 million US dollars.
Rasul Kusherbayev emphasized that the purpose of seizing this property is to form a certain guarantee base to cover them if the construction projects are not completed or if there is a need to return funds to citizens.
What are the plans for construction projects?
The situation in a number of projects was also discussed at the meeting.
It was stated that the Sergeli City project is located in the Surum area of the Tashkent region, where 16 blocks are being built. The company planned to hand them over in January.
However, expressing his opinion, Rasul Kusherbayev said that the complete completion of the objects may not meet the January deadline, and construction could be finished around March 2027.
It was mentioned that the Bristol project also involves the construction of 6 blocks, and their handover is planned for January. According to Kusherbayev, taking into account communication works and other processes, construction on this object may also be resolved by March.
Regarding the Tuzel Park project, the issue of accelerating construction work was raised based on the objections of buyers.
As for the Eko Park project, since the facility is located close to the airport, the number of floors of the buildings is being reconsidered. The project has been sent for expert review. It was stated that after the expert conclusion, it is planned to continue construction intensively.
Apartment or money: what will be the buyer's choice?
One of the main issues at the meeting was the matter of buyers who want to get their funds back.
According to Rasul Kusherbayev's explanation, if a citizen decides to get their money back, they must apply to the company office and cancel the contract. After that, they will be transferred to the category of buyers who will get their funds back instead of an apartment.
It was stated that such an opportunity is also being considered for buyers who want to get an apartment but wish to exchange it for another object that will be completed faster.
Importantly, it was promised to maintain the previous contract price during such an exchange. That is, if transferred from a project with a delayed construction deadline to another project that will be finished sooner, the price for the buyer will remain unchanged.
The issue of suspending payments
During the meeting, some buyers also asked the question: “Can I temporarily stop making payments?”
According to Kusherbayev, the prosecutor stated that it is possible not to make payments. However, he expressed his personal opinion on this matter.
He emphasized that if the buyer has not canceled the contract and the intention to get an apartment remains, obligations regarding payments may also remain. Later, when the apartment is ready, there is a possibility of a new dispute arising due to the failure to make payments.
Therefore, Kusherbayev recommended that buyers make a decision by visiting the site and seeing the actual state of construction.
He specially emphasized that these thoughts are his personal position.
“Do not trust me either, go and see for yourself”
Rasul Kusherbayev urged buyers to personally visit the construction sites and see what stage the work is at.
“Do not trust any builder, do not trust any person, do not even trust me if necessary. Go and see with your own eyes. Trust the action, trust the work,” he said.
In his opinion, citizens should make decisions based on the actual construction process and the law, rather than someone's personal promise.
Kusherbayev emphasized that a real guarantee should be provided by the law and the state, not an individual person.
The investigative group is working with buyers separately
It was stated that the investigative group of the internal affairs bodies is also working. It was reported that investigators are contacting each client and shareholder individually and recording their demands. In particular, who wants to get an apartment and who wants to get a refund is being registered separately.
It was also mentioned that transfer contracts and payments made under these contracts are being monitored. Currently, the investigation process related to IMARAT DEVELOPMENT continues.
Note: Most of the information above is based on the views expressed by Rasul Kusherbayev at the meeting and information stated to have been provided by the Tashkent city prosecutor. Some construction deadlines are presented as Kusherbayev's personal forecast.
