A citizen from Surkhandarya states that after five years of education, he is facing barriers to working in his specialty. According to his appeal, due to the lack of a «pedagogical» note in his diploma, he has no opportunity to get a job in schools and even kindergartens.
EFFECT.UZ was contacted by Sherzod Samatov, who lives in the Sheroziy neighborhood of Kumkurgan district, Surkhandarya region.
According to him, in 2020, on the basis of a Presidential decree and at the expense of local budget funds, he was admitted to the undergraduate program of the Uzbekistan State Institute of Arts and Culture on a targeted, part-time basis in the field of «Musical Theater Directing».
Samatov graduated from the higher education institution in 2025 and received his diploma. However, when he applied to get a job at a local school, he reported facing obstacles in hiring because his diploma did not contain a specialty note saying «pedagogue».

According to the applicant, his diploma is not accepted for employment not only in schools, but even in preschool educational organizations, and it is said that the electronic database shows information that he does not match the relevant position.
«Is it really possible that having higher education, I cannot get a job at a school? Will all the time I spent and the expenses I made go down the drain?» — says Samatov.
In Sherzod Samatov's opinion, since there are only a few higher education institutions training specialists in this exact field in Uzbekistan, diploma holders should not face such problems in employment.
Regarding the issue, the responsible agencies should clarify the following questions:
What professional qualification was prescribed to be given to a citizen admitted to targeted studies in 2020 at the expense of local budget funds?
In which positions does a graduate who completed the «Musical Theater Directing» field have the right to work?
To what extent does the absence of a «pedagogical» note in the diploma serve as a legal barrier to his working in a school or preschool educational institution?
If the opportunity to get a job in the specialty is limited, was the applicant informed about this at the time of admission to study?
EFFECT.UZ awaits official comments from the Uzbekistan State Institute of Arts and Culture, the Ministry of Higher Education, Science and Innovations, and responsible agencies for the preschool and school education sector regarding this appeal.
The issue of the professional future and employment opportunity of a graduate who received targeted education at the expense of state funds must be legally clarified. After all, a citizen should not be left without knowing whether he has the opportunity to work in his specialty after studying for five years and receiving a diploma.
