Suspicious Sale in Khorezm: It is Revealed That a $1 Million "Water Park" Was Sold in Violation of a Presidential Decree

Serious allegations are being put forward regarding the illegal seizure and sale of an aquapark facility located in the city of Urganch, Khorezm region, at a price several times lower than its market value.

As reported, in accordance with the Cabinet of Ministers' Resolution No. 515 dated July 6, 2018, the aquapark with an area of nearly 1 hectare, located within the territory of the "Avesto" park in Urganch, was initially handed over to Sapayev Bobojon at a "0" value (based on the condition of providing services).

He formalized this property in accordance with the law, registered it with the state, and had been making tax payments until recently.

Another noteworthy document: In 2018, Urganch Mayor Odilbek Sapayev issued a decision recognizing the ownership rights of entrepreneur Bobojon Sapayev—who is currently suffering as a result of state agencies' negligence—to the unfinished "Aquapark" children's playground located within the "Avesto" park complex and granting him the right to permanent use of the land plots, and cadastral documents were generated.

However, according to the entrepreneur Sapayev, later when the value of the property increased sharply, this property became necessary for the officials of "Khorezm Regional Electric Grids" JSC and was taken away from him on the basis of various documents that lacked legal force.

Following this, the said facility was transferred to the balance of a company with a 100 percent state share and was sold not through an electronic auction in contradiction with current procedures, but through direct negotiations. According to the contract concluded on July 6, 2022, the property, valued at approximately $1 million USD, was sold for 671 million sums—that is, nearly $50–55 thousand—to “MIROVOY STANDART STROY” LLC.

According to the decision of the Urganch Interdistrict Economic Court dated 29.09.2025, contract No. 36 between "Khorezm Regional Electric Grids" and "MIROVOY STANDART STROY" LLC was declared invalid. The creation of this contract was spearheaded by the then General Director of Khorezm HET, Suhrob Beregin.

The basis for this is that Beregin provided a power of attorney to Sh. Allazarov, whose signature appears on the contract, to sign the agreement. Sh. Allazarov signed this contract in the capacity of director. As a result, this contract (pictured above) was declared invalid.

The information reference of the Khorezm Regional Directorate of the State Assets Management Agency dated July 24, 2025, also noted that this sale was carried out in violation of the requirements established in the President's Resolution No. 5197—that is, the procedure of selling through open electronic auctions.

In addition, Sapayev stated that the documents used during the seizure of the aquapark were not officially registered and lacked legal force. It is also emphasized that subsequent cadastral documents may have been issued illegally.

Over the past four years, the entrepreneur's side has sent hundreds of appeals to the General Prosecutor's Office, the State Security Service, and other responsible agencies. However, no concrete legal measures have been taken regarding this situation to date.

In particular, in a response given by the regional prosecutor Murodjon Ahmedov on October 31, 2025, it was stated that signs of a crime were not detected in this situation.

As noted in the appeal sent to Effect.uz, despite the fact that state property was sold at a price several times lower than its market value and without an auction, the failure to take measures against responsible persons raises suspicious questions. In this regard, Sapayev requests that these circumstances be investigated within the framework of an active criminal case, that the facility be returned to the state balance, and that legal measures be taken against the culprits.

Furthermore, Sapayev submitted an appeal to the General Prosecutor's Office regarding the illegal seizure of the aquapark and its sale at a drastically low price.

In particular, the appeal specifically recalls the situation mentioned in the speeches on January 27, 2026. It was personally announced by President Shavkat Mirziyoyev that a criminal case had been initiated because Akmal Artiqov, the former head of the State Assets Management Agency, sold state property in a closed auction for nearly half of its market value. The issue being investigated by Effect.uz may also be linked to the case involving the former official of the agency.

It is noted that Bobojon Sapayev, along with his lawyer, has repeatedly appealed to the General Prosecutor's Office and other relevant bodies. In particular, applications were also submitted to the head of the investigative team working within the existing criminal case. However, the fact that no concrete measures have been taken regarding the circumstances mentioned in the appeal to date generates legitimate objections.

Sapayev's lawyer, Dostonbek Boltayev, requests that these facts be consolidated within the framework of the ongoing criminal case, that a full and impartial investigation be conducted, and that a legal assessment be given regarding the damage caused to state interests.

EFFECT.UZ covers the sequence of events and awaits a response from the relevant agencies.
