What is the procedure for reimbursing a part of the rental payment for students?

According to the resolution of the Cabinet of Ministers No. 605 dated September 24, 2021, there is a procedure for reimbursing a part of the monthly rental payment from State Budget funds for students studying in full-time education at state higher education institutions and not provided with student housing.

Amount of compensation (per month):

In Tashkent city — 1 base calculation amount (440 thousand sums);

In other regions — half of the base calculation amount (220 thousand sums).

To whom and under what conditions is it reimbursed?

Only to citizens of Uzbekistan and stateless persons studying in full-time education at state universities (regardless of whether they study on a grant or paid contract basis);

To those not provided with a dormitory and living in a rented apartment that does not belong to them or their parents;

To those studying at a higher education institution in a region (district, city level) different from their permanent place of registration;

First of all, payments are made to students in need of social support, as well as exemplary and active students. (Note: compensation is not paid to students of part-time, evening, distance, non-state and foreign higher education institutions, as well as joint educational programs).

Procedure for submitting an application:

Applications are submitted online by the 7th of each month:

1. Log in to your personal account via the kontrakt.edu.uz information system or the my.gov.uz portal;
2. Select the “Rental payments” section;
3. Click the “Send application” button.

Requirement for the rental agreement:

To assign the payment, it is mandatory to have a rental agreement registered on the ijara.soliq.uz website. If several students live in one apartment, the names of all of them must be indicated in the agreement;

Privilege for 1st-year students: payment is made for September and October without requiring a rental agreement, but starting from November, the agreement is mandatory.

IMPORTANT: Citizens who rent out their homes to students are fully exempt from income tax for this income. Landlords do not need to worry about formalizing the agreement.
