The Department of Preschool and School Education of the Kosonsoy District commented on a video material published on Effect.uz.
The official statement notes that on March 6 of this year, the district stage of the theatrical competition “Turon” was held at Children’s Music and Art School No. 4 in Kosonsoy District.
The competition was attended by teams from 12 general education schools in the district.
According to the results of the competition:
Team of School No. 10 took 1st place,
Team of School No. 43 took 2nd place,
Team of School No. 22 took 3rd place.
It is noted that specialists in the relevant field were involved in the jury, and the district stage of the competition was organized in accordance with the requirements of the regulations approved by the joint decision of the Minister of Preschool and School Education on February 10, 2026, No. 02-14-04 and No. 08-q/q.
It is also reported that all participants were acquainted with the regulations before the start of the competition. The performances of the teams, as well as their achievements and shortcomings according to each competition criterion, were explained on the spot by the members of the jury.
“We remind you that the dissemination of unsubstantiated or false information on social networks is punishable under current legislation,” the statement says.

In our opinion, the reaction published by the Kosonsoy District Department of Preschool and School Education was prepared hastily and lacks sufficient factual support, which may indicate a formal approach to the organization of this event.
First, let us present the composition of the jury involved in the “Turon” theatrical competition:
Ahmadjon Uglonov — chief specialist of the district department of preschool and school education for spiritual and educational work.
Dilshod Isakov — head of the district branch of the Republican Spirituality Center.
Manzurakhon Mallaeva — head of the district “Barkamol Avlod” center.
Amirkhon Usmonov — comic actor and blogger from Kosonsoy (more than 3,000 Instagram followers).
According to participants, the jury assessed the stage performance based on the work “Starry Nights” as having no educational value.
“Starry Nights” is a historical novel by the Uzbek writer Pirimqul Qodirov, on which the author worked for nearly ten years (from 1969 to 1978).
The work artistically depicts the youth of Zahiriddin Muhammad Babur, his struggle for statehood, and his personal life. The novel promotes the development of willpower, a sense of justice, and respect for knowledge among readers.
Interestingly, this work is studied in schools and higher education institutions as a literary-historical resource. This raises a natural question: if the work had no educational value, would the author have devoted ten years of his life to it?
According to those who contacted us, the deputy director of School No. 10, which won the competition, is related by family ties to Ahmadjon Uglonov.
According to the regulations, the jury for the “Turon” school theater competition should include specialists in the relevant field who are not affiliated with the participating teams.
In the joint decision of the Ministry of Preschool and School Education and the Ministry of Culture “On the organization and conduct of the republican competitions of the school theater ‘Turon’ and the school ensemble ‘Iqtidоr’,” it is stated:
“Actors, actresses, and directors from regional musical-dramatic and puppet theaters should be involved in the jury of the ‘Turon’ school theater competition.”
Clause 4 of the regulations on the procedure for organizing and conducting the “Turon” school theater competition also states:
“The jury should include representatives not affiliated with the participating teams. It is also recommended to involve actors from regional theaters and teachers from art schools.”
Questions to the Kosonsoy District Department of Preschool and School Education
The joint decision specifies that the jury should include actors, actresses, and directors from regional musical-dramatic or puppet theaters. Why were such specialists not involved at the district stage in Kosonsoy? Were there no actors available in Kosonsoy or Namangan region, or were there no attempts to involve them?
Do the district education specialist, the head of the Spirituality Center, or the blogger have the professional competence to assess the artistic and directorial aspects of the theatrical performance? Were participants provided with scores, protocols, or official evaluation sheets?
Were participants provided with official information about the jury in advance? If so, did the school teams have the opportunity to raise objections regarding the jury composition?
Conclusion
Although the official statement asserts that the “Turon” theatrical competition in Kosonsoy District was conducted in accordance with legislation and established regulations, the composition of the jury and the evaluation process raise questions regarding adherence to professional standards.
In particular, the participation of local specialists and bloggers in assessing the educational value of the work may indicate insufficient competence and calls into question the transparency of the competition.
Therefore, based on artistic and academic criteria, we appeal to the Ministry of Culture to pay attention to this situation and ensure the objectivity and fairness of similar competitions.
