The procedure for renting out school canteens through "E-auksion" has been clarified. According to the State Assets Management Agency, the winner is determined based on the preliminary lease payment proposals submitted by entrepreneurs.
Reports circulated on social media suggesting that renting out school canteens through electronic trading could lead to an increase in the prices of meals prepared for students.
The State Assets Management Agency responded to this issue, stating that the main goal of the electronic mechanism is not to commercialize the catering system in schools, but rather to ensure openness and transparency in the lease process, create a level playing field for entrepreneurs, and reduce corruption risks.
The new procedure was introduced by the Cabinet of Ministers' Resolution No. 8 dated January 11, 2025.
According to it, entrepreneurs wishing to rent a school canteen participate in the competition through the "E-auksion" platform. They submit their proposals in advance, including the amount of the lease payment.
After the application submission deadline ends, the participants' proposals are opened, and the entrepreneur who offered the highest lease payment is recognized as the winner of the competition.
Also, this process differs from a classic auction. That is, entrepreneurs do not raise each other's prices step-by-step in real time.
Another important aspect is that the lease agreement with the winner is concluded for the duration of one academic year, not one calendar year.
According to the agency, further additions and amendments were made to this procedure by Resolution No. 563 dated October 13, 2026.
The agency emphasized that the primary priority in the system is to provide students with high-quality, safe meals that meet sanitary and hygienic requirements.
Therefore, when a school canteen is put up on "E-auksion", the winner is determined not simply because they offered the most money, but based on the established competitive procedure. In this case, the lease agreement is also concluded for one academic year.
