Attention to the khokim of Karmana: When will November 1 arrive?

Navoi region: Karmana district, Qalovot mahalla, Dehqon street. Here, people have been asking one question for several months: when will the road be fully asphalted?

The applicant M. Jurayeva has written to several agencies regarding this issue and has also spoken with officials personally. Hoping that the problem would be examined more seriously if the matter reached social media, she appealed to Effect.uz.

Looking at the documents, the issue here is not just a simple question of "when will the road be built?" Because the official response from the Karmana district khokimiyat dated August 28, 2026, contains a specific deadline: it stated that the asphalting work on Dehqon street would be carried out by November 1.

Today is November 8. That means one week has passed since the officially set deadline. The latest photographs provided to Effect.uz show that gravel and stones have been laid on the road, but the street has not yet been finished with a full asphalt pavement.

In short, the deadline promised by the khokimiyat has passed, but the promised result remains a dream.

How long has the problem existed?

M. Jurayeva applied to the Committee for Automobile Roads under the Ministry of Transport of the Republic of Uzbekistan on August 15. A response was provided by the Main Department of Automobile Roads of Navoi region on August 21.

On August 27, the Karmana district department of the Association of Uzbek Mahallas also examined the issue. However, the applicant's main problem — exactly when the road will be asphalted — remained unresolved. After that, the issue reached the Karmana district khokimiyat.

August 28: "It will be done by November 1"

In the response letter from the khokim of Karmana district dated August 28, 2026, it was stated that the asphalting work on Dehqon street and inner streets of Qalovot mahalla would be carried out by the contracting organization.

Most importantly, the document set the completion of the work by November 1, 2026. Therefore, November 1 is not a date invented by the applicant herself. This is the deadline indicated in the official response of Khokim Shohruh Boltaev.

The prosecutor's office also recorded the delay

Furthermore, the response letter from the Karmana district prosecutor's office dated September 28, 2026, noted that asphalting work was not being carried out on Dehqon street.

The document also stated that due to delays by the contractor in handing over the facility, a lawsuit had been filed in court by the Unified Customer Service Unit.

A natural question arises here: if the delay was known as early as September 28, what practical measures were taken in the following month to complete the work by November 1?

The deadline has passed, but empty promises continue

The complaint application submitted by the applicant to Effect.uz also details conversations held with the contractor's representatives.

According to her, promises were initially made to do the work in August and September. Then the deadline was pushed to November 1. It was said that work would begin on October 30, and then October 31 was mentioned. On October 31, a new excuse was given — that machinery had been redirected elsewhere due to the President's visit to the region. According to that, it was also stated that work would begin after November 5.

Of course, these are the applicant's statements. Therefore, Effect.uz presents them not as ready-made truth, but as information that needs to be verified. But one thing is clear: the official deadline was November 1, and it has passed.

Situation on November 8: Work exists, but no completion

The photographs sent to Effect.uz show that parts of the road are being prepared, and gravel and stone materials have been laid. Therefore, it would not be correct to say that "no work at all has been done."

However, what the residents are asking for is not the prepared road base, but an asphalted street ready for use. As of November 8, this result is still absent. This shows that the khokimiyat's official promise to complete the work by November 1 has not been fulfilled in practice.

Now officials must give a clear answer

The issue does not end with the asphalt of a single street. Here we are talking about a state order, the contractor's obligations, and the khokimiyat's supervision.

If the work was scheduled to be finished by November 1, why wasn't it finished? Did the deadline change? If it changed, who changed it and with what document? What measures were taken after the delay recorded by the prosecutor's office? At what stage is the lawsuit filed in court?

The residents need not another verbal promise that "we will start on such and such a day," but a specific date, a responsible organization, and a decision whose execution is monitored.

EFFECT.UZ asks questions

1. Why was the November 1 deadline stated in the Karmana district khokimiyat's response of August 28 not met?

2. Has an official decision been adopted to extend or change the deadline?

3. What practical measures were taken after the prosecutor's office recorded the delay on September 28?

4. At what stage is the lawsuit filed in court by the Unified Customer Service Unit?

5. As of November 8, what is the exact final date for fully asphalting Dehqon street?

The answer to the problem is not another promise

M. Jurayeva has been applying to various agencies for several months. As seen from the documents, the issue has been examined, responses have been given, and it was even stated that a lawsuit was filed in court.

However, the most important thing for a citizen is the result. An official response was given that it would be asphalted by November 1. By November 8, the street is still not fully asphalted. Therefore, today's question is simple: when will the khokimiyat fulfill its official promise?

Effect.uz awaits the official response regarding this situation from the Karmana district khokimiyat, the Navoi regional khokimiyat, the Unified Customer Service Unit, prosecution authorities, and the contracting organization for the project.
