A citizen from Surkhandarya says he is facing obstacles in working according to his specialty after five years of study. According to his appeal, due to the lack of the note «pedagogue» in his diploma, it is impossible to get a job in schools and even kindergartens.
EFFECT.UZ was contacted by Sherzod Samatov, a resident of Sheroziy neighborhood, Qumkurgan district, Surkhandarya region.
According to him, in 2020, based on a presidential decree and at the expense of local budget funds, he was admitted to the undergraduate stage of the Uzbekistan State Institute of Arts and Culture on a targeted, part-time basis in the field of «Musical Theater Directing».
Samatov graduated from the higher education institution in 2025 and received a diploma. However, when he applied to get a job at a school in his area, he reported facing an obstacle in hiring because his diploma did not contain the specialty note «pedagogue».
As the applicant noted, his diploma is not accepted not only for schools, but even for employment in preschool education organizations, and it was said that information comes out in the electronic database that it does not correspond to the relevant position.
«Is it possible that having higher education, I cannot enter a school to work? Will all the time I spent and the expenses I made turn into a penny?» — says Samatov.
In Sherzod Samatov's opinion, since there are few higher education institutions in Uzbekistan that train specialists in this exact direction, diploma holders should not face such problems in employment.
Regarding the issue, the responsible authorities should clarify the following questions:
What professional qualification is determined to be given to a citizen admitted to targeted studies in 2020 at the expense of local budget funds?
What positions is a graduate who completed the «Musical Theater Directing» direction entitled to work in?
To what extent does the absence of the note «pedagogue» in the diploma serve as a legal obstacle to his working in a school or preschool educational institution?
If the opportunity to get a job according to the specialty is limited, was the applicant informed about this at the time of admission to study?
EFFECT.UZ awaits official comments regarding this appeal from the Uzbekistan State Institute of Arts and Culture, the Ministry of Higher Education, Science and Innovations, and the responsible authorities for the preschool and school education sector.
The issue of the professional future and employment opportunity of a graduate who received targeted education at the expense of state funds must be legally clarified. After all, a citizen should not be left without knowing whether he has the opportunity to work in his specialty after studying for five years and receiving a diploma.
