The Qarshi City Court found the decision on the dismissal of Shavkat Anarov, the mayor's assistant in Batosh mahalla, to be illegal. According to court materials, Shavkat Anarov had been working as the mayor's assistant for entrepreneurship development, ensuring employment, and poverty reduction since May 2024.

It is noted that on July 23, 2025, by a decision of the khokim of Qarshi, he was dismissed on the basis of Article 160 of the Labor Code. The khokimiyat stated that this decision was based on Anarov's application for "resignation of his own free will."

However, the plaintiff stated in court that the application was written under pressure and coercion, and that he actually had no intention of leaving his job. Having examined the case documents and statements of the parties, the court concluded that the employment contract was terminated in violation of legal requirements.

According to the decision:

— The decision of the khokim of Qarshi on the dismissal of Shavkat Anarov was canceled;
— he was reinstated to his previous position;
— it was determined that more than 37 million soums in compulsory downtime compensation be recovered from the khokimiyat in his favor;
— an additional 2 million soums of moral damages compensation was assigned.

Although the court ruled that the reinstatement part of this situation must be executed immediately, the khokimiyat has not fulfilled the court document since December 31.
