New rules for improving the procedure for organizing and holding public events are being proposed in Uzbekistan. This is mentioned in a draft Government resolution.

According to the draft, tickets for cultural events, entertainment shows, and sports competitions are required to be sold in electronic form. Certain events in open areas will be exempt from this.

It is also proposed to introduce measures to prevent the resale of tickets at prices higher than established, counterfeiting, and their reuse.

At events held in open areas without permanent seating, as a rule, the criterion of no more than one participant per square meter will be applied.

Access of persons who violate the rules to public events may be temporarily restricted by a court decision. Starting from 2027, it is planned to maintain an electronic record of such persons.

The draft also envisions a ban on participating in events with one's face covered to an extent that makes identification impossible. There will be specified exceptions for this.

It is proposed to use drones to control the flow of citizens, the number of participants, and human density at public events.

Furthermore, attracting citizens to public events through the distribution of free products or sales at extremely low prices may be prohibited.

It is established that the compliance of event venues with safety requirements will be checked at least once a year.

It is also intended to implement the services of internal affairs, the National Guard, emergency situations, and healthcare agencies for ensuring public safety on a paid basis. There will be certain exceptions.

It is proposed that permits will not be required for public events related to election campaigning and traveling circus shows. In such cases, the authorized body must be notified at least 10 working days in advance.

Note: The above rules are proposed in a draft Government resolution. The draft may change during the discussion and adoption process.
