A system for digital control, analysis, and forecasting of the criminogenic situation will be introduced in Uzbekistan. This is outlined in the President's Decree No. PF-241 dated November 6, 2026.
According to the decree, the General Prosecutor's Office will launch the «Unified Criminogenic Data Platform». It will forecast crime dynamics by regions, neighborhoods, and types of crime for semi-annual and annual periods.
Additionally, a «Criminogenic Stability Index» will be introduced. It will take into account crime dynamics, socio-economic factors, infrastructure risks, and the population's sense of security.
The activities of ministries, departments, and local authorities in the field of crime prevention will be evaluated based on KPIs, and their ratings will be maintained.
Data from the Ministry of Internal Affairs, the «112» service, social protection, education, healthcare, and other systems will automatically flow into the platform. Liability will be established for failing to provide data, delaying it, or entering incorrect information.
In areas recognized as «severe» criminogenic zones, an operational headquarters will be established within three days under the leadership of the district/city governor. Over the course of a month, the causes of crime will be identified, and a targeted action plan will be approved. The implementation of the plan will be intermediately evaluated in half a year, and at the end of the year, the responsibility of officials who failed to fulfill it will be reviewed.
The decree establishes that national victimological surveys, as well as surveys on the population's sense of security and trust in law enforcement agencies, will be conducted annually.
A Directorate for Monitoring the Stability of the Criminogenic Situation and a Department of Digital Analysis and Forecasting will be organized within the General Prosecutor's Office.
The decree states that artificial intelligence analysis and forecasting results cannot serve as an independent basis for making legally binding decisions against an individual. At the same time, requirements for the protection of personal data will be strictly observed.
By the end of March 2027, agencies will inventory and digitize the necessary data. By the end of 2027, the platform will be tested in the Almazar district of Tashkent. Starting from 2028, the system will be introduced phased across all regions.
The decree approved the Concept for 2026–2030 and the «Roadmap» for 2026–2027. An analytical bulletin on the criminogenic situation will be submitted to the President annually.
General Prosecutor N.T. Yoldoshev was personally designated as responsible for the execution of the decree.
