According to a decision by Central Bank Chairman Timur Ishmetov, starting from April 22, the match between phone numbers and PINFL (Personal Identification Number of an Individual) will be checked mandatory. If a match is not detected, linking the card and using mobile applications will be restricted.
In accordance with the decision of the Board of the Central Bank, a new procedure will be introduced in banking services starting from April 22. Accordingly, the mutual compliance of the user's phone number and the individual's personal identification number (PINFL) will be checked on a mandatory basis.
If no match is found, registration in mobile applications and linking a bank card will not be allowed. The user will be notified about this via SMS.
According to the new procedure, a citizen will not be able to connect a bank card in their name to a phone number registered in another person's name. Likewise, the reverse situation—linking someone else's card to one's own number—will also be impossible.
These changes are aimed at strengthening financial security and preventing fraud cases. In short, from now on, a bank card and a phone number must be in the name of the same person and confirmed through the PINFL.
