The President reviewed a presentation on the introduction of new mechanisms for crime prevention.
On November 4, President Shavkat Mirziyoyev reviewed a presentation aimed at improving crime prevention. It reviewed new mechanisms for ensuring public safety, assessing the criminogenic situation and preventing offenses.
As reported, 263 thousand recognition cameras, 70 thousand modern intercoms and 22 thousand alarm buttons have been installed in the regions. Through social prevention, the problems of 2.1 million citizens were addressed in a targeted manner. As a result, 701 out of 809 mahallas with a difficult criminogenic situation were removed from this category.
Proposals for the adoption of the Law «On Crime Prevention» adopted in 2014 in a new edition were discussed at the presentation. The new law provides for the introduction of a proactive prevention model aimed at proactively identifying and eliminating risks, rather than taking measures after an offense has been committed.
It was also proposed to clearly define the powers of state agencies engaged in prevention, strengthen their cooperation and expand the scope of prevention entities by another 7.
The draft law also provides for mechanisms to strengthen preventive measures against cybercrime, drug-related crimes, organized crime, the shadow economy and corruption, ensure the safety of crime victims and witnesses and provide them with social protection.
It is planned to use artificial intelligence technologies in assessing the criminogenic situation, create a single platform combining information resources of state agencies and forecast crime risks. It was also proposed to introduce a «criminogenic stability index» that takes into account the population's sense of security and hidden crime rates.
The President emphasized that crime prevention should be based on the concerted activity of all responsible agencies, mahallas and the public.
At the end of the presentation, officials were given instructions on improving the draft law and introducing prevention mechanisms. A decree was signed providing for the introduction of a new model for assessing the criminogenic situation.
