Customs fee for international courier shipments to be reduced by 20 percent

Starting from November 1, 2026, the customs clearance fee for international courier shipments will be reduced by 20 percent. This was stipulated in the Presidential Decree No. PQ–368 dated October 12 on the development of the transport and logistics system.

According to the decree, during the years 2026–2030, it is planned to increase the annual capacity of logistics centers to at least 40 million tons, transport and logistics services exports to $3.5 billion, and transit freight volume to 18.5 million tons. The number of international dry ports will be increased from 24 to 30. The cargo throughput capacity of border checkpoints and the container handling capacity of centers will be expanded twofold.

The city of Khanabad, as well as Alat, Termez, Yangiyul, and Akhangaran districts, will be specialized in the transport and logistics sector. Terminal and warehouse management systems will be introduced in the centers, and they will be connected to the “E-logistics” platform by the end of 2030.

Centers meeting the specified requirements will be exempt from land and property taxes until 2040. To qualify, the center must be included in UNESCAP’s Agreement on Inland Dry Ports, implement management systems, and hold at least a “BB” rating in “E-logistics”.

Warehouse equipment, loading and unloading machinery, aggregates, and spare parts not produced within the country will be exempt from customs duties and mandatory certification until August 1, 2029, for centers included in the register.

Additionally, manufacturers of M₂, M₃, and N category vehicles will be able to import components not produced domestically without customs duties until December 31, 2027.
