Kattakurgan trapped in a whirlwind of promises and toxic dust: Issues draining the patience of Javlon mahalla

The biggest pain for the residents of Javlon mahalla in Kattakurgan district is an illegal asphalt plant located near the residential area. Originally registered as a "stone crushing plant," this enterprise emits toxic smoke and thick dust into the surroundings. As a result, asthma and allergies among children have worsened, while the interiors of houses and crops are covered with soot and withering away.

Although ecologists and local administration representatives promised to investigate the situation, no tangible results have been felt in practice yet. Another distressing situation is that the heavy special machinery of the plant has completely destroyed the internal roads. Covered in dust during the heat and mud during the rain, these streets make it difficult not only for children to go to school, but also prevent ambulances or fire trucks from entering in emergency situations.

To the journalist's question, "Can an ambulance or fire truck drive along this road?", the residents gave a sharp "no." The deputy khokim of Kattakurgan district for construction affairs promised to repair a certain part of the road together with the plant's management.

During the conversation, other systemic problems of the mahalla also came to light. School No. 7 in the mahalla has had no drinking water for two years, and the quality of the existing water in the village is extremely poor, leaving a thick sediment at the bottom of teapots due to its high salt content. Also, due to the lack of a medical clinic (FAP) in the area, residents have to travel to other villages just to get a simple certificate or vaccinate their children. Furthermore, not a single stadium, children's playground, or state kindergarten has been built in the mahalla for 50 years.

Mahalla residents have been regularly applying to the presidential portal and local administrations since 2022. Only after our actions initiated following the appeal received by our website and the inquiry made through the regional khokimiyat, the officials were forced to come to the village and hold a meeting with the residents. However, the actions of the officials participating in the process go no further than "taking photos to close the complaint" and making another round of empty promises. Even the mahalla chairman and the "group of seven" system have not reported to the residents on the spending of budget funds for 3 years.

Masariddin Rasulov, the deputy khokim of the district for construction affairs, tied the situation to economic capabilities and promised to solve the problems step by step. However, the people's cup of patience has already overflowed.

Effect.uz will continue to monitor the situation.
