The open-door policy and dialogue system with the people pursued by the head of state are yielding legal solutions to many complex problems on the ground. As further proof of this, the positive conclusion of a major property dispute that remained unresolved for a long time in the Andijan region can be cited. An Effeсt.uz reporter interviewed the entrepreneur who went through this complicated process from the beginning.
How did the problem start?
According to the applicant, it all began in August 2023. The entrepreneur purchased the buildings and structures of the 41st school branch (along with 1 hectare and 26 sotins of land according to documents) located in the territory of "Yangi Zamon" MFY, Shahrixon district, through an electronic auction for 565 million soums. The property value was fully paid within a month, and the ownership certificate was obtained.

However, when applying for state registration of the property (cadastre), unexpected obstacles arose. The cadastre office rejected the application under the pretext that the land area did not actually measure 1.26 hectares (some claimed it was 78 sotins, others 60 sotins). Meanwhile, the State Assets Management Agency insisted that the documents were correct. As a result of carelessness and negligence between the two agencies, a major problem worth 5 billion soums arose for the entrepreneur.
"Routine" answers and wandering around districts
To legally formalize the property, which is surrounded by walls on all four sides, the entrepreneur spent 3 years going from court to court, and constantly appealing to internal affairs and prosecutor's offices.
"Regarding my appeals sent to the Shahrixon district through the portal, no one would go to the area to inspect it. They would just take a ready conclusion from the cadastre and give a 'routine' response letter stating, 'if you disagree with such and such, appeal to a higher organization'. Sometimes people lose hope and stop believing in law and justice in such situations," the entrepreneur says with sorrow.
The situation reached a point where border disputes with neighbors and unauthorized buildings on land illegally sold by the neighborhood committee at the right time complicated the problem even further.
The regional prosecutor's reception — from hopelessness to the rule of law
Left helpless, the entrepreneur learned about the mobile reception organized through the Andijan regional prosecutor's official social media channels and headed there.
"To be honest, I went in a hopeless state. But the regional prosecutor listened to the appeal carefully and gave instructions to the corresponding departments. For 3 years, I couldn't get the district offices to travel a 3-kilometer road and come to the site. Oybek aka Kayumov, an employee of the 32nd department of the regional prosecutor's office, and the head of the department personally came and thoroughly studied the area."

Thanks to the true dedication of the prosecutor's office employees who do not just sit behind desks but go out among the people, this complex case found its legal solution in just 15 days. The entrepreneur's phone received multiple messages in a single day, and the cadastral documents were processed in a short time.
The applicant's conclusion and gratitude
Today, the entrepreneur has reached a mutual agreement with neighbors, allocating certain parts of the land for a road, and fully owns the property. He expressed great satisfaction not only with the regional prosecutor but also with the Sunday citizen receptions held by Sanjar aka, the head of the regional Internal Affairs Directorate, and the prompt resolution of problems there.
"My conclusion is that if the responsible officials in the district had performed their duties conscientiously, ordinary people or entrepreneurs wouldn't have to wander around the region. As our President said, leaders at the top are working, but lower-level systems are still lagging behind. I have regained my faith in the rule of law and express my gratitude to the employees of the regional prosecutor's office," the entrepreneur concluded his speech.
