Citizens dissatisfied with a construction site in the Bogobod neighborhood of the Uchtepa district, Tashkent city, appealed to the Effect.uz editorial office.
According to the citizens, the construction carried out in the neighborhood by "Great Vertex" LLC was initially planned as a 5-story residential building. However, company representatives later informed customers about the construction of a 16-story building.
It turned out that a criminal case has been initiated regarding this situation by the Investigative Department under the Main Directorate of Internal Affairs of Tashkent city under Article 168, Part 4 (fraud) of the Criminal Code.
According to Effect.uz sources, company head Zafar Asadov was arrested in connection with the case. According to preliminary estimates, the damage caused may be around 20–30 billion soums.
According to reports, this brand reportedly belongs to Navoi entrepreneur Sunnatilla Turayev. On social networks, he introduces himself as the founder of the Uchtepa City project. According to information available to the editorial office, Turayev has a number of other business projects besides Uchtepa City.
History of land allocation
According to information available to Effect.uz, in 2018, the then-hokim of Uchtepa district, Shavkatbek Ergashev, allocated a 96-sotix land plot to "Elegant Avto Servis" LLC.
According to the decision, the construction of a multi-story parking lot was stipulated on this land plot, with the condition of not changing the type of activity.
Later, the land plot was transferred to the disposal of "Great Vertex" LLC. In 2019, the company received permission to specialize and reconstruct the facility.
On June 23, 2023, a positive conclusion for a 5-story residential complex was issued by the Main Directorate of Construction of Tashkent city.
Has the project changed?
After a while, the construction company developed a project to build the facility taller. According to the new project:
2 buildings of 16 floors
3 buildings of 8 floors
were planned for construction.
However, in February 2025, the Ministry of Construction stated that this project contradicted the master plan of the capital and rejected it. At the same time, certain stages of construction work continued.
Violations detected in construction
According to the Construction Inspectorate, inspections were carried out at the facility several times.
During control measures, it was revealed that established rules and procedures were not followed in construction and installation works.
In particular:
while underground excavation was set at 1.5 meters,
in practice, digging work was carried out up to 2.5 meters.
The inspectorate conducted a total of 13 inspections and issued 12 written warnings.
Due to non-compliance with the requirements, an official of the client company "Great Vertex" LLC was brought to justice under Article 99, Part 1 of the Administrative Responsibility Code.
Advertising and sales issues
Despite the Ministry of Construction not approving the project, advertisements regarding the sale of 16-story apartments circulated on social networks.
One of the contracts reviewed by Effect.uz reporters noted that the builder sold an apartment to a customer on the 7th floor. Meanwhile, the approved project provided for a 5-story residential complex. It is currently unclear how many apartments above the 5th floor have been sold.
Sales office sealed
To clarify the situation, Effect.uz reporters visited the sales office of the Uchtepa City project and witnessed that the office had been sealed by investigative authorities.
