Entrepreneurs from Khorezm state that their problems have been ongoing for several years. Over this period, applications have been submitted to various departments, and appeals have been made to the prosecutor's office and other responsible organizations. Although it is claimed that criminal cases have been initiated regarding certain situations, the applicants are dissatisfied with the protracted investigation processes and the failure to achieve the expected results.

This time, the entrepreneurs met with Abdulhakim Eshmuratov, the chairman of the Committee on Judicial and Legal Issues of the Senate of the Oliy Majlis. According to them, each appeal was heard separately during the reception, and it was stated that the issues would be reviewed within the framework of the law and taken under control within their authority. Now, the applicants expect practical results regarding their cases following this meeting.
It is emphasized that the purpose of the appeal is not to groundlessly accuse anyone, but to restore their rights, give a legal assessment of the damage caused, and ensure that the actions of individuals who may have allowed violations of the law are investigated.
According to one of the applicants, Sarvar Amanov, he lost property estimated at billions of sums as a result of situations related to the credit obligations of other persons. He stated that his property was pledged for another person's credit obligations, and later this property was sold off. The entrepreneur claims that fraudulent methods were used during this process.

The appeal also raised questions related to the value of the pledged property, the process of its sale, and the distribution of funds received from the sale. According to the entrepreneur, while the pledged property was evaluated at approximately 2.5 billion sums, it was sold for 5.5 billion sums. He stated that he also has objections regarding the portion of the sales proceeds that exceeded the pledge value.

According to Sarvar Amanov, his business activity has suffered serious damage as a result of this situation. It is reported that his enterprise previously employed many workers, but now the business is on the verge of bankruptcy. The entrepreneur asks that this situation be given a legal assessment, the situation regarding his property be thoroughly studied, and the issue of compensating for the damage caused be resolved legally.
The main issue in this case is not only that the entrepreneur lost his property, but also determining the conditions under which the pledge agreement was drawn up, the purpose and actions of the loan recipients, the bank's checks, and whether the requirements of the law were observed during the sale of the property. The applicant's claims must be evaluated based on relevant documents and investigations by authorized bodies.
The objections of another applicant, Odilbek Khudoyberganov, are related to equipment obtained for the production of medical gloves. He says that the value, technical capabilities, and configuration of the equipment provided to the enterprise do not match the information indicated in the contract.

According to the entrepreneur, it was stated that the equipment was worth approximately 340,000 US dollars, but during the subsequent evaluation process, it turned out that their value was around 113,000 dollars. He emphasized that some equipment necessary for production, including product packaging and sterilization equipment, is also completely missing.
The applicant says that regarding this issue, he traveled to China and independently collected information regarding the delivery of equipment and the terms of the contract. According to him, the supplier side stated that the goods were not fully delivered, but the entrepreneur claims that official documents show they were fully delivered.
It is reported that there is a criminal case regarding this situation in the Internal Affairs Department of Khorezm region. However, the applicant is dissatisfied that the investigation process has been ongoing for several years, with the case periodically becoming active and then stopping again. He emphasized that he also tried to collect and provide the necessary information to determine the actual state of the equipment.
The entrepreneur is asking to cross-reference all documents, contracts, payments, and the current condition of the delivered equipment in this case, to give a legal assessment of the actions of responsible persons, and to bring the investigation to an end.
He says that if this project had been implemented, new jobs could have been created at the enterprise. According to him, it was planned to increase the number of employees from 35 to 75 by expanding production capacity. However, due to problems with the equipment, these plans were not fully realized.
Sapoyib Bobojon's appeal pertains to a property dispute related to an aquapark. He says that the aquapark was registered in 2018 under the condition of providing services, at zero value and on the basis of a permanent use right. The entrepreneur states that he spent funds on the maintenance, repair, and development of this facility, and has also been paying the relevant taxes.

According to the applicant, in 2022, the aquapark was taken from him and transferred to the balance of the "Khorezm Electric Networks" system. Later, the facility was given to another enterprise. Emphasizing that the requirements of the law and the conditions of relevant decisions were not observed during this process, the entrepreneur demands to check the documents that served as the basis for the transfer of the property from one entity to another.
He says that he had plans to develop the aquapark and install modern attractions, and applications were submitted to the hokimiyat in this regard. However, the dispute over the property hindered the realization of these plans.
The entrepreneur says that he has been appealing to various departments regarding this issue for several years, and has even entered the reception of the regional prosecutor's office many times. He emphasized that despite some court proceedings and submitted documents, the issue of restoring his rights to the aquapark has still not been resolved.
The objections of the fourth applicant, Qalandarov Khodoshukur, are related to housing and land plots. He says that two houses belonging to him were demolished, and land plots were confiscated. The applicant claims that there were instances of extortion, illegal actions against property, and pressure during this process.

According to him, state security agencies conducted an operation regarding these situations, and measures were taken against certain individuals. However, the applicant believes that the assigned punishment does not correspond to the degree of the committed violation. He also emphasizes that the damage caused to his property has not been compensated and his violated rights have not been fully restored.

The applicant also stated that his houses were demolished and pressure on him continued. He says that although some individuals work in state agencies, sufficient measures were not taken regarding these situations. He asks to check the documents that served as the basis for the demolition of the houses and the change of land rights, as well as the actions of the persons who participated in this process.

Entrepreneurs emphasize that they have raised their problems not only at the Senate reception, but also previously through various departments and social networks. According to them, promises were made regarding some appeals, and it was said that the cases were taken under control, but in practice, the expected changes were not observed.
One of the applicants also noted that following speeches published on social networks, there were positive shifts in some issues. In particular, it was said that a measure was taken to temporarily suspend the process related to the funds that were supposed to be transferred to the bank. However, this does not mean that the problem has been completely resolved.
According to the entrepreneurs, problems cannot be limited only to receiving individual appeals or taking them under control. Most importantly, it is necessary to issue a clear legal conclusion on each case, conduct investigative actions in the established manner, find a legal solution to property disputes, and provide reasoned answers to applicants.
Another important aspect of these issues is their economic and social consequences. According to the applicants, hundreds of people worked in some enterprises, production projects were expected to be implemented, and the creation of new jobs was planned. However, as a result of disputes related to property, loans, and equipment, business activities were derailed, and some enterprises remained under the threat of bankruptcy.
Of course, the details of each dispute and the legal positions of the parties must be studied separately. The claims of entrepreneurs do not automatically mean that a violation of the law has occurred. At the same time, appeals that have not been resolved for years, prolonged investigation processes, and questions related to the restoration of property rights require a clear and reasoned response from authorized departments.
After all, the stability of business activity is important not only for the owner of a particular enterprise, but also for the employees working there, their families, and the local economy. If an entrepreneur is not confident that his property, investments, and legal rights are protected, the opportunities to implement new projects and increase jobs are also limited.
Entrepreneurs from Khorezm expect practical results regarding their appeals after the Senate reception. They appealed to the President of the Republic of Uzbekistan, the General Prosecutor's Office, and the heads of other responsible departments, asking for assistance in impartially studying each case, taking legal measures, and restoring their violated rights.
Now the main issue is the practical implementation of the promises expressed at the reception, the results of checks and investigations for each case, finding a legal solution to property disputes, and giving clear answers to the applicants. For entrepreneurs, the most important result is not that their complaints are recorded once again, but that a legal end is put to the issues that have been awaiting a solution for years.
Effect.uz continues to monitor the process.
