Another major land-related conflict in the district is causing widespread public discussion. We are talking about the suspicious transfer of an irrigated land plot to an entrepreneurial entity, followed by the construction of a multi-story residential complex there.
This incident is said to be related not only to the land issue, but also to the funds of hundreds of citizens, court decisions, and potential fraud cases.
It is reported that the dispute arose around an irrigated land plot in the Choshtepa neighborhood of Tashkent district. According to citizen Omon Agzamov, this conflict has been ongoing since 2021.
According to the case files, by a decision of the Tashkent district khokimiyat dated October 14, 2019, this land plot was allocated to a farm named "Ixtiyor Baraka Fayz". However, subsequent checks of official databases revealed that a farm with such a name did not actually exist.
One of the most interesting aspects is that the name of the enterprise was written differently in various documents. In some documents it is indicated as "Ixtiyor Baraka", and in others as "Ihтиёр Baraka" (Ihtiyor Baraka). From a legal standpoint, even a single-letter difference can seriously affect the validity of a document.
According to the applicant, although the courts refused to formalize certain clauses of the khokimiyat's decision, the cadastral authorities registered the land with the state. Later, it is reported that the irrigated land plot was transferred directly to the balance sheet of the LLC without being returned to the reserve in the manner established by legislation. The biggest dispute arose over the targeted use of the land.
Although documents specified the construction of a service station in this area, a massive 10-story residential complex actually rose up there. It is reported that nearly 500 citizens have already paid funds to purchase apartments in these buildings.
In addition, it is alleged that two individuals embezzled a large amount of money through fraud under the promise of formalizing the land. It is stated that a criminal case has been initiated by the General Prosecutor's Office regarding this situation, but the investigation has not yet been completed.
To study this situation, the creative team of Effect.uz visited the Tashkent district khokimiyat and held a meeting with the district leader. During the meeting, the khokimiyat stated that it would re-examine the legality of the process of transitioning "Ixtiyor Baraka Fayz" from a farm to an LLC and the Cabinet of Ministers' resolution based on archival documents.

It was also reported that an official response would be given to citizens and mass media based on the results of the inspection. The district khokim emphasized that there are no multi-story buildings in the area built completely without documents or permits. According to him, construction processes are checked by several supervisory authorities, and in some cases, entrepreneurs may deviate from the project and build an additional floor or terrace. However, it was noted that this does not mean the construction is completely illegal. At the same time, the khokim also commented on the 65-hectare land plot allegedly allocated for the Institute of Chemical Technology.

It is reported that this area was indicated only for design purposes, and a final allocation decision was not issued. Currently, it is said that this area is being formed as a dendrological park within the framework of the "Yashil Makon" project.
At the end of the meeting, the district khokim stated that this issue has been taken under personal control and that the khokimiyat is ready for open dialogue with the media and citizens.
Currently, the public is awaiting final legal conclusions regarding this conflict in which the funds of hundreds of citizens have been invested.
