An "Open Doors Day" dedicated to the activities of the courts was held at the Rishton Interdistrict Courts of Fergana Region in cooperation with journalists from the Effect.uz Information Agency.
During the event, we had the opportunity to closely familiarize ourselves with the reforms being implemented in the judicial and legal system, the openness and transparency of court activities, and the work being carried out to protect the rights and legitimate interests of citizens through the courts.
In particular, the measures aimed at further deepening the reforms in the judicial and legal system by the head of state, including the "Fair Justice — 2030" Strategy, are of special significance.
In recent years, consistent reforms have been implemented to strengthen the independence of the judiciary, protect human rights and freedoms through the courts, and expand access to justice.
As the head of state noted, "Courts that resolve everyday life problems and deal more frequently with people's cases are civil courts."
For this very purpose, representatives of the mass media directly participated in the court hearings considered at the Rishton Interdistrict Civil Court.

Entrepreneur's violated rights restored
One such case was the consideration of a civil lawsuit filed by a private entrepreneur from Oliariq against "MASHXURBEK FAYZ" LLC, concerning the relocation of a unilaterally installed structure.
During the court session, the entrepreneur stated that the poles installed by the respondent on their territory for drawing electric power lines were hindering the project they intended to implement by attracting investments.
At the court hearing chaired by Muhabbat Malikovna Ibrohimova, judge of the Rishton Interdistrict Civil Court, the testimonies of the plaintiff and respondent parties were thoroughly heard.
In order to fully and impartially study the circumstances of the case, an on-site inspection of the entrepreneur's private property was also conducted.
Having thoroughly studied all the circumstances of the case, the court partially satisfied the claim of the private entrepreneur from Oliariq.

Notably, although the first-instance court decision has not yet entered into legal force, the respondent has begun executing the claims, which allows the entrepreneur to start the project intended through investment attraction sooner.
The entrepreneur themselves expressed satisfaction with the court process, stating, "It was a fair trial."
Case of a family that lost its breadwinner considered in court
On the very same day, another civil case was heard under the chairmanship of the same judge.
It reviewed the statement of claim filed by the plaintiff Yursinoy Mamatyusupovna Imomova, the spouse of the deceased, against the respondent — the "Baghdad District Road Maintenance State Institution" — seeking compensation for damages caused by the loss of a breadwinner.

According to the case documents, the plaintiff's husband passed away in February 2024 while performing road service duties. Compensation in the amount of 59 million soums was allocated to him, part of which was paid, but 28 million 750 thousand soums remained unpaid.
In this regard, the plaintiff applied to the court, asking to recover the unpaid amount from the respondent.
At the court session, the testimony of the respondent party was also heard. The respondent stated that it was not possible to pay the remaining part of the damage caused because a ban was imposed on the enterprise's bank account regarding other circumstances unrelated to its operational activities.

After listening to the testimonies of the parties in court, the final decision on the case was read out. The parties also expressed their views regarding the court decision.
In family disputes, not only the law but also human destiny is in focus

We also managed to conduct a special interview with Muhabbat Malikovna Ibrohimova, judge of the Rishton Interdistrict Civil Court.
During the conversation, opinions were expressed on the most pressing issues currently being considered in civil courts, in particular, family disputes and the causes behind them.
In this regard, we also observed another court trial related to family relations.
An open court session on the recovery of alimony was held under the chairmanship of Toʻychiyev, a judge of the Rishton Interdistrict Civil Court.

Interestingly, the plaintiff and the respondent are still in a marital relationship and are not officially divorced. The plaintiff applied to the court asking to recover alimony from the respondent in the amount of 2 million soums per month for the maintenance of their child.
The respondent party stated that he works in the security system, does not refuse to pay alimony for his child, but noted that the amount demanded by the plaintiff is high, and asked to determine the amount of alimony based on current legislation and make a legal decision.
The presiding judge studied all the circumstances of the case and partially satisfied the plaintiff's claim.
During the court process, explanations were also provided to the parties regarding family relations. In particular, special emphasis was placed on the sacredness of the family, the presence of a child, and the importance of preserving the family.
Administrative case: 10 days of administrative arrest
One of the vices that undermines society and the family is the consumption of alcoholic beverages. This can have a negative impact not only on the family environment but also on the upbringing of the younger generation.
We also participated in a court proceeding concerning an administrative offense related to this very vice.
This case was considered under the chairmanship of Mamatusmonov, investigative judge of the Rishton District Court for Criminal Cases.

During the court session, the testimonies of all parties related to the case were heard. In particular, prevention inspector Dilmurod Khaydarov gave his testimony regarding the report submitted to the court.
The presiding judge examined all the circumstances related to the case and sentenced the offender to 10 days of administrative arrest.
Openness is an important factor of public trust
Participating in open court trials, communicating with judges, and directly observing the processes of citizens protecting their rights through the courts was an important experience for us journalists as well.
At this point, ensuring the openness and transparency of court activities and the opportunities being created for mass media representatives to participate in court trials are truly worthy of recognition.
We express our gratitude to Alibek Meliboyev, press secretary of the Fergana Regional Court, who provided close assistance in working in cooperation with the mass media.

Today, the openness and transparency of court activities and the expansion of opportunities for citizens to protect their rights and legitimate interests through the courts are of significant importance in strengthening the rule of law and the principles of justice in society.
Most importantly, the openness of the court doors allows citizens to know their rights, protect them through legal means, and further strengthens confidence in the establishment of justice.
In this regard, we express our gratitude to the employees of the judicial system for their efforts in protecting the rights and legitimate interests of citizens, ensuring justice, and establishing the principles of openness and transparency in court activities.
Indeed, an open court strengthens a citizen's trust in the court, and the court's trust in justice.
