The former mayoral assistant of the "Ponsod" neighborhood in the Buvayda district of the Fergana region must pay another 62.88 million sums in favor of "Xalq Bank" in connection with a case involving preferential loans allocated in the names of citizens. This was stated in an additional ruling by the Fergana Regional Court dated October 15, 2026.
According to court documents, the former official informally managed the companies Buvayda green trade and SS FORTEMUS KAPITAL. Preferential loans issued in the names of citizens were transferred to the accounts of these companies. The court established that during 2022, he obtained the digital signatures of 28 citizens in the neighborhood. Using these, he processed applications, electronic contracts, and invoices, and entered false information into the documents. A total of 623.338 million sums in preferential loans allocated in the names of citizens were transferred to the accounts of the two companies. Later, documents were forged again to show that the funds were used for their intended purpose. The court document also recorded cases of embezzlement through the cashing out of loans worth 32.5 million and 64 million sums allocated to other citizens.
On June 20, 2023, the Besharik District Court for Criminal Cases found the man guilty under Article 167 of the Criminal Code — misappropriation or embezzlement, and Article 228 — forgery and use of documents. He was sentenced to two years and one month of corrective labor, with 20 percent of his salary withheld for state revenue. He was also banned from holding managerial and financially responsible positions for one year.
In August 2023, the regional prosecutor's office directed 492.583 million sums from a deposit account to cover the damage caused to the bank. In September 2024, the cassation instance decided to recover 148.211 million sums from the convicted person regarding the loans of another six citizens. However, the loans of three more borrowers were not fully covered. Following their complaint, the court examined bank documents and found that uncompensated damage existed as of October 14, 2026. As a result, it was decided to recover a total of 62.88 million sums from the former mayoral assistant in favor of "Xalq Bank".
During this review, the issue of his guilt was not re-discussed. The ruling can be appealed in a revision procedure.
