An expanded press conference was held at the Ministry of Internal Affairs on the topic "Rule of Law and Public Safety: Results of the Internal Affairs Bodies' 9-Month Activities and Priority Tasks." It was attended by officials from the ministry and its network services, as well as representatives of the media and the public, journalists, and bloggers, who provided detailed information on the results achieved over the past period, preventive measures, the fight against cybercrime, and innovations in the system.

During the conference, journalists and bloggers raised many pressing issues, and an open and heated question-and-answer session took place. Speaking at the press conference, Ramazon Ashropov, Deputy Minister of Internal Affairs and Head of the Investigative Department, noted that during the 9 months of the current year, a total of 24,828 preventable crimes were committed. This figure achieved a decrease of 4,021 compared to the same period last year. Furthermore, thanks to systematic work carried out in regions with high crime rates, not a single crime was allowed to be committed in 4,380 makhallas across our country.

During the second stage of the "Khashkhasha-2026" ("Qoradori-2026") operation conducted to curb the illegal trafficking of narcotic drugs, 1,385 cases of illegal cultivation of plants were detected. In particular, with the help of controlled flights using special drones and helicopters, poppy and cannabis drug plants covering an area of 16,180 square meters were discovered and completely destroyed. According to the information provided by Ashropov, in the first 6 months of the current year, 69,962 crimes were committed using information and communication technologies. The main part of these is related to the illegal appropriation of citizens' funds through electronic payment systems.

Jahongir Sagdullayev, Deputy Head of the Department for Combating Cybercrime, noted that today 50 percent of citizens become victims of cyberattacks by opening fake "APK" files. This is caused by the insufficient cyber culture and legal literacy of the population. In this regard, the Ministry of Internal Affairs called on all journalists and bloggers to actively cooperate in promoting cyber culture.

In the 9 months of 2026, more than 321,000 appeals were received by the ministry's system, and 87 percent of them were satisfied. Of the more than 289,000 appeals reviewed through regional bodies, 81 percent were resolved positively.

Additionally, within the framework of the "Second Chance" project in penal institutions, 350 convicts are being taught trades and foreign languages, while 17 pupils of the educational colony were admitted to Higher Education Institutions on the basis of distance learning.

Dilmurod Jo‘rayev, Head of the Information Service of the Academy of the Ministry of Internal Affairs, announced that starting from the 2027-2028 academic year, a "General Civic Education" direction will be opened at the Academy on a paid-contract basis. At the end of the events, Shohrux G‘iyosov, Head of the MIA Information Service, and Saxipjamol Djoldasova, an official of the Personnel Department, called on media representatives and bloggers to strictly adhere to the principles of impartiality and dual approach in covering the activities of internal affairs bodies.

At the press conference, a journalist from the Effect.uz website took the floor and expressed gratitude for the positive resolution of appeals raised in previous meetings within about 10 days. At the same time, the journalist stated that the prevention inspector of the "Qarakarta" makhalla citizens' assembly in Kanimech district, Navoi region, had traveled to Ghduvan district, Bukhara region, without any court decision or relevant enforcement documents, and carried out enforcement actions at night accompanied by several employees. Asking for special attention to this issue concerning human property, which has been seriously dragged out for 9 months, the journalist requested a focus on this legally unjustified incident.

Ministry officials noted that this problem had previously been worked on in a civil procedure together with the khokimiyat, and emphasized that this issue would be re-examined on the very same day, clarified in a short period, and detailed information would be provided regarding the relevant process.

It is worth noting that while the presented figures indicate changes in the system, the scale of cybercrimes, the legal literacy of citizens, and information security still require a serious approach. Open discussions between the media and the public remain a primary tool in ensuring transparency in the agency's activities.
