Greenhouse on land allocated for 'Yashil Bog' in Urganch: the khokim reassures citizens that 'there will be no harm,' while existing documents raise more questions.
Residents of the city of Urganch, who applied to EFFECT.UZ, are objecting to the construction of a greenhouse on a land plot allocated for establishing a green park within the 'Yashil Makon' project. According to the residents, although the purpose of this land is defined in the documents as landscaping and creating a green area, in practice, greenhouse operations have been established there.

One of the decisions of the regional khokimiyat indicates that a total of more than 20 hectares of land has been allocated along the Shovot canal in the city of Urganch to organize a 'Yashil Bog'. The document stipulates that the lands should be landscaped, saplings planted, and relevant cadastral documents formalized within the framework of the 'Yashil Makon' nationwide project.

In the cadastral document related to a part of this issue, the land plot is also indicated as 'land plot allocated for the establishment of a 'Yashil Bog'.' The type of land use is defined as 'landscaping of the area.'

However, according to residents, a closed-type greenhouse has been built and put into operation in this area. A document in the field of sanitary and epidemiological welfare notes that the greenhouse is located 9 meters from the Shovot canal and 25–30 meters from residential buildings.
The document cites the requirement for a 100-meter sanitary-protection zone for greenhouses relative to residential areas, indicating that this location does not comply with sanitary requirements. Potential risks associated with fuel burning, the use of mineral fertilizers, and plant protection products were also noted.

The issue was also discussed in a conversation between Urganch city khokim Bunyod Rajabov and citizens (audio available on Effect.uz). During the conversation, the khokim stated that the project would not cause any harm:

«There will be no harm whatsoever,» said Urganch city khokim Bunyod Rajabov.
However, residents raised issues related to sanitary requirements and water supply, expressing their objections:
«The SES of Vodokanal has stated it: ... one hundred meters,» residents pointed out regarding the sanitary distance issue.
Residents emphasize that they possess cadastral documents confirming that this land was allocated for 'Yashil Makon,' as well as previously issued official responses. During the conversation, they also quoted that stance:
«In reality, this land is 'Yashil Makon', it is forbidden to build here,» residents cited the content of the previous official response.
Residents are also concerned about another issue — the funds spent on construction and the future fate of the facility:
«So much money has been spent now... Who is wasting it? Now you are building this... If they sell it tomorrow, we — the citizens — gave it away. Well, you are a state official, right? You are a khokim. Are you against the president's decision, the khokim's decision? Are you against the president's policy?», they asked.
At this point, a number of questions arise: What was the basis for constructing a greenhouse on land allocated for a 'Yashil Bog' and landscaping? How were the distances indicated in the sanitary document evaluated? Have the relevant permits for construction and operation been obtained? Furthermore, who is overseeing the source of funds spent on the facility and the future fate of the land?
EFFECT.UZ is also investigating the official responses of the responsible organizations regarding this situation. Once clarifications are received from the responsible agencies, we will present them to the public.
