President approves new initiatives to strengthen the protection of women and children

In our country, issues of preventing early marriage, early childbirth, and violence against women and children are constantly given attention as an important direction for strengthening the family institution and forming a healthy social environment in society.

These issues have been discussed several times at the highest level, and specific tasks were set before law enforcement agencies and other responsible bodies. In order to coordinate their activities in this regard, an interagency council was established and tasked with developing practical proposals in a short period.

At today's presentation, initiatives prepared by the coordinating council based on proposals from the general public, field experts, and advanced international experience were reviewed.

In particular, the following proposals were submitted regarding a number of issues causing justified objections from the population on social media:

– toughening the administrative detention penalty of up to 5 days established for sexual harassment;

– establishing penalties up to life imprisonment for pedophiles;

– prohibiting the transfer of convicts who committed sexual crimes against minors under Articles 118 and 119 of the Criminal Code to open prison colonies;

– transferring the authority to investigate cases of sexual crimes under 6 articles of the Criminal Code from internal affairs organs to the prosecutor's office;

– requiring a prosecutor's ruling confirming the absence of signs of a crime in materials related to administrative offenses regarding sexual harassment;

– ensuring that crimes of violence against women and children are handled by specially trained lawyers, investigators, and judges;

– installing special "SOS" applications on the phone devices of women who are victims of violence and issued protection orders to strengthen their protection, where internal affairs officers within a 5-kilometer radius arrive at the location within 10 minutes when the emergency button is pressed, and others.

Furthermore, based on recommendations from international organizations that the optimal age for marriage is 21, as individuals reaching this age usually achieve financial independence and are fully prepared to start a family, despite 40 percent of marriages in our country being contracted between 18 and 19-year-olds, the following initiatives were voiced:

– introducing additional financial support mechanisms to encourage marriage among persons who have reached 21 years of age;

– encouraging the execution of prenuptial agreements between prospective spouses by providing state fee exemptions;

– increasing the efficiency of detecting early marriages by introducing a procedure to grant 15 percent of fines imposed for violating marriage age legislation to persons who report such cases;

– establishing an interagency notification chain to inform internal affairs organs and "Inson" social services centers about early marriages and pregnancies under the age of 16, establishing administrative liability for failing to report recorded cases;

– preventing pregnant student girls or those caring for children up to 3 years old from dropping out of education by providing opportunities for them to continue their studies, among other proposals.

The Head of State approved the presented initiatives, signed the relevant decree, and instructed officials to promote the updates in this sphere among the general public.
