The situation surrounding the unfinished «OLIMP» project in the Mirzo Ulugbek district has caused serious grievances. While a meeting with citizens was held on September 30, the district governor, Bahodir Gʻoyibnazarov, visited the site itself on October 3 to personally hear the appeals and demands of the residents.
However, the root of the problem associated with this facility is not limited solely to construction delays. The history of the site, the formation of the land plot, construction documentation, and the criminal case conducted against officials of «ERNEST-HOLDING» LLC are also important parts of this issue.
What are the citizens worried about?
On September 30, a meeting was held at the Mirzo Ulugbek district administration building with citizens dissatisfied with the «OLIMP» construction project, which remains unfinished by «ERNEST-HOLDING» LLC. At the meeting, citizens addressed the current state of the facility, the fate of the construction work, and other issues of interest to them.

Shortly thereafter, on October 3, the governor of the Mirzo Ulugbek district visited the site itself. This time, the issue was discussed not in the administration building, but at the unfinished construction site itself.
The governor met with citizens and listened directly to their appeals and demands. The current situation at the site was examined, and issues regarding accelerating construction work, completing the facility as quickly as possible, and finding solutions to existing problems were discussed. Relevant instructions were given to officials to study the situation at the site and ensure the implementation of the assigned tasks.

However, when did the problem at «OLIMP» begin? Who owns the facility? How was its land plot formed? What documents were processed for construction? Why has the construction not been completed to this day?
To find answers to these questions, one must look at the history of the facility.
History of the facility: 2,290 square meters of land
According to the information provided to EFFECT.UZ, the facility being built by «ERNEST-HOLDING» LLC is a multi-story residential building with a trade and consumer services complex on the ground floor.
The document states that the land plot where the facility is located was formed based on the decision of the Mirzo Ulugbek district governor No. 876/1 dated June 23, 2000, at the address: Oltintepa Street, 186A. Its total area amounted to 2,290 square meters. In the next stage, the legal history of the land plot changed.

According to the information, based on the inheritance certificate No. 510 dated February 23, 2016, half of the land plot was inherited by Krivojixin Aleksey Valeryevich, and the other half by Krivojixin Nikolay Valeryevich.
On September 29, 2020, based on a purchase and sale agreement concluded between these individuals and «ERNEST-HOLDING» LLC, it is indicated that 1,787 square meters of the land plot were sold to the company. Thus, the land and property history of the «OLIMP» facility, which interests citizens today, consists of several stages.
When were the construction documents processed?
On July 3, 2021, the working body of the Architecture and Urban Planning Council of the Tashkent City Construction Department issued conclusion No. 20806. The document notes that at this stage, the design and estimate documentation was agreed upon.
Subsequently, on March 28, 2023, based on application No. 71953374, the facility was re-registered by the State Architectural and Construction Supervision (GASN). That is, the document reflects a number of stages, from land and property relations regarding the facility to construction design documents and state registration processes. However, the existence of documents does not mean that the facility was actually completed on time.
To date, the «OLIMP» construction project remains unfinished, and citizens dissatisfied with this situation are conveying their demands to the administration and officials.
Another aspect of the problem — the criminal case
An aspect that further complicates the situation around the «OLIMP» facility is the investigation and court proceedings conducted by law enforcement agencies regarding circumstances related to the construction.
Specifically, on December 2, 2025, based on the application of A. Qasimov and others, a criminal case was initiated against the deputy director of «ERNEST-HOLDING» LLC, Xurshid Abdurahmonov, and others under Article 168, Part 4, Clause "a" of the Criminal Code. The criminal case was concluded on March 24, 2026, and a part of the case was sent to the Mirzo Ulugbek district court for consideration on its merits.
What did the court say?
As noted in the document, the criminal case was considered by the court. By the court's verdict, a guilty verdict was issued against the deputy director of «ERNEST-HOLDING» LLC, X. Abdurahmonov, and A. Raxmatullina under Article 168, Part 4, Clause "a" of the Criminal Code.

It became known that X. Abdurahmonov was sentenced to 8 years and 6 months of imprisonment. For A. Raxmatullina, a 6-year prison sentence was deemed conditional, with a 3-year probation period set.
But the case did not end there
There is another important aspect of this case. A separate case was separated for proceedings from the criminal case initiated against officials of «ERNEST-HOLDING» LLC and «BUY-SELL» LLC, X.X. Abduraxmonov, A.A. Raxmatullina, and others under Article 168, Part 4, Clause "a" of the Criminal Code. This part was sent to the Prosecutor General's Office on June 6 to continue the preliminary investigation. As it became known to Effect.uz, investigative actions are being carried out by the Prosecutor General's Office.
Citizens are waiting for results
On one side — an unfinished multi-story residential facility. On the other side — citizens who are dissatisfied with this facility and are waiting for their legal demands to be met. And on the third side — court and investigation processes regarding certain circumstances related to the facility.

In this regard, the district governor's personal visit to the site on October 3 to meet with citizens is important. Because for the citizens, the main question is not "who came to see it?" but rather "when will the problem be solved?"
When will construction work be accelerated again?
When will the facility be fully completed?
How will the citizens' demands be resolved?
Answers to questions regarding how legal processes related to the facility will affect the future of the construction are important.
The governor's visit — a solution to the problem or the next stage?
On October 3, a meeting was held with citizens at the site, the current situation was studied, and relevant tasks were assigned to officials. This is certainly an important step from the perspective of studying the problem on-site. But what the citizens are waiting for is not the meeting itself — but a concrete result.

For this reason, attention is now focused on the question of whether construction work at the facility will actually be accelerated. At the same time, the result of the investigation being conducted by law enforcement agencies is also of significant importance for the future fate of the facility.
What will be the future fate of «OLIMP»?
Today, the facility under the name «OLIMP» is not just a construction site. It is a complex issue where land relations, construction documents, citizens' demands, court proceedings, and an ongoing investigation have converged at one point.
In the documents, one can see the history of the facility starting from 2000, inheritance relations in 2016, the sale of a part of the land plot to «ERNEST-HOLDING» LLC in 2020, the agreement of design and estimate documentation in 2021, and the re-registration of the facility in 2023.

At the same time, a part of the criminal case related to the facility has been considered in court, verdicts have been issued against some individuals, and the other part of the case has been sent to the Prosecutor General's Office to continue the investigation. Now, citizens are waiting for the actual completion of the construction and for concrete answers to be given to the issues that interest them.
EFFECT.UZ will continue to monitor the situation surrounding the «OLIMP» construction project. We will present to the public any new information received regarding the progress of construction work at the site, citizens' appeals, the implementation of tasks given by officials, and the investigation process mentioned in the document.
