The new system will be introduced in preschool and general secondary education organizations starting from the 2026/2027 academic year. From the following academic year, it will also cover secondary special, vocational, and higher education institutions.

A procedure for conducting targeted psychological diagnostics of pedagogues and students in all educational organizations at least once per academic year is being introduced in Uzbekistan. The Ministry of Justice reported this.

According to the presidential decree, this procedure also applies to educators, pupils, and students. The system will be introduced in two stages. In the first stage, starting from the 2026/2027 academic year, preschool and general secondary education organizations will be covered, and in the second stage, starting from the 2027/2028 academic year, secondary special, vocational, and higher education organizations will be included.

Psychological diagnostics will be organized by the Psychological Research Institute via a special electronic platform. At the same time, the confidentiality of personal data and information obtained as a result of diagnostics will be ensured.

The diagnostic results will be analyzed using artificial intelligence technologies, and teachers and students will be divided into three groups: "psychologically stable", "in need of psychological support", and "in need of active psychological support".

Those found to be in need of psychological support will be assigned a school psychologist, while those in need of active psychological support will be assigned a mentor psychologist for the respective region.

The decree also outlines measures for the material incentives of psychologists. In particular, psychologists involved as instructors in cascade professional development courses will be paid a bonus in the amount of 20 percent of their main workplace position salary during this period.

Additionally, 150 mentor psychologists who achieve high results in ensuring psychological stability throughout the academic year will receive a one-time financial incentive equal to 20 times the minimum wage.

Psychological service staff of educational organizations will be required to undergo professional development at least once every five years. Furthermore, the Psychological Research Institute will be established on the basis of the Psychological Educational and Scientific Center of the Nizami Tashkent State Pedagogical University and subordinated to the Ministry of Education and Science.

Starting from January 1, 2027, the institute will launch the activities of laboratories for Digital Psychology and Artificial Intelligence, Educational Psychology and Psychological Service, as well as Psychological Health and Prevention.
