Restriction on Prison Transfers: Prohibiting the transfer of inmates convicted of sexual offenses against minors (under Articles 118 and 119 of the Criminal Code) to low-security settlement colonies;
Shifting Investigative Jurisdiction: Moving the authority to investigate certain sexual crimes from the internal affairs bodies to the Prosecutor's Office;
Mandatory Prosecutorial Review: Making it mandatory to obtain a prosecutor's decision confirming the absence of criminal elements before a sexual harassment case is treated solely as an administrative offense;
Specialized Legal Professionals: Ensuring that cases involving violence against women and children are handled by investigators, lawyers, and judges who have undergone specialized sensitivity and legal training;
"SOS" Mobile Application: Installing an "SOS" emergency app on the phones of women at risk of violence. Pressing the alert button would trigger an immediate response from the nearest law enforcement unit.
These proposals aim to enhance public safety and solidify protection mechanisms for women and children in Uzbekistan.
