In Uzbekistan, new mechanisms for selling state assets are being introduced, creating additional conditions for investors and expanding opportunities for the private sector.
In accordance with Decree No. UP-177 of the President of the Republic of Uzbekistan dated August 28, 2026, "On additional measures to reduce state participation in the economy and accelerate privatization processes," state shares in 84 economic entities, 1,242 real estate objects, and nearly 8,000 hectares of land plots for entrepreneurial and urban development purposes are planned to be put up for sale under the privatization program.
In addition, 85 state-owned enterprises will be liquidated or reorganized.
Furthermore, 84 previously unsold assets will be re-auctioned with a starting price set at 1 million UZS.
The total value of the assets offered for sale is 100 trillion UZS. Revenue from their sale is expected to reach at least 14 trillion UZS by the end of the year.
The decree introduces new mechanisms for the sale of state assets based on proposals from entrepreneurs, making their acquisition even more convenient.
In particular, the advance payment for purchasing an asset is set at 15 percent (previously 35 percent), and the remaining amount can be paid in installments interest-free (previously an average margin of 14 percent was applied).
Additional payment terms are also established for major transactions:
buyers who pay the full value of the asset within six months will receive a 25 percent discount (under the previous procedure, a 14 percent discount was provided if full payment was made within one month);
installment payment for the remaining amount is allowed interest-free for up to 5 years on the condition of paying 35 percent of the asset value within three months, and up to 7 years on the condition of paying 50 percent within six months.
To increase the efficiency of sales, new asset sale mechanisms are being introduced. If an asset is not sold within three months, a gradual price reduction mechanism will be applied.
In some cases, a "hybrid auction" mechanism may also be used, allowing for the combination of price reduction and subsequent price increase mechanisms during the bidding process.
Most importantly, these new mechanisms and benefits can also be applied to the sale of assets on the balance sheet of commercial banks with state participation.
Special attention in the adopted document is given to increasing the investment attractiveness of land plots. A mechanism for selling land plots based on the "ready package" principle is introduced, under which technical conditions for connection to engineering and communication networks and necessary permits are prepared in advance.
At the same time, opportunities will be created for the gradual commercialization of large state higher educational institutions and specialized medical centers, as well as attracting private investors and financial instruments.
The implementation of these measures is aimed at further reducing state participation in competitive sectors of the economy, developing private entrepreneurship, increasing the country's investment attractiveness, and making more efficient use of state assets.
