Grievances of citizens at the Minister of Internal Affairs' reception: Are issues related to fraud, investigation, and justice finding solutions?

Most of those who came to the reception stated that they were victims of fraud, that investigation processes have been delayed for many years, and that they are dissatisfied with the actions of certain internal affairs officers.

In particular, a woman from the Narin district of Namangan region emotionally stated that one of Tashkent's car showrooms fraudulently misappropriated a total of 5.5 billion soums belonging to 103 citizens. Her husband took out a loan from the bank, fell ill, and their car was put up for auction. She said she had gone through three hurdles and was struggling because she could not get past the fourth one — the minister's reception.

Another applicant, a Russian citizen, stated that he became a victim of fraud involving an internal affairs officer. 177,000 US dollars were misappropriated from him, and although a court verdict has been issued in this case sentencing one person to 9 years in prison and identifying damages of 1 billion 204 million soums, issues regarding other liabilities and the recovery of damages are being delayed.

An entrepreneur woman from Tashkent's Yunusabad district also said that she invested the funds she earned working in Russia for 25 years into Uzbekistan (5 houses and cash), but suffered a loss of 497,000 dollars due to fraudsters. She expressed dissatisfaction that her case has been dragging on for 2 years and 3 months and that she is hearing threats that the investigators have been bought off.

In addition, a former military serviceman from Jizzakh stated that he was wrongfully dismissed after 9 years of immaculate service simply for using a regular phone (to check on his mother's health), while a citizen from Kashkadarya's Chiroqchi district stated that his shop and car were taken away by his son through deception, and since April 2026 his appeals have simply been closed by the local Internal Affairs Department. However, among those received were also citizens whose cases were resolved positively and who expressed their gratitude to the ministry's leadership.

According to ministry representatives, a very large portion of the appeals are actually related to contractual-legal relations, mutual transactions between citizens, and fraud issues. According to MIA press secretary Shohrukh Giyosov, citizens are often provided with legal explanations. "Although some of the problems fall under the jurisdiction of the court and prosecutor's office, people still come to us. The reason is that other ministries have not yet established a system for receiving citizens on such a large scale and in an open manner," says Giyosov. It was also acknowledged that negative incidents involving internal affairs officers seen on social networks are having a major impact on the system's image. Since the MIA has the largest number of personnel and is the body that interacts most directly with citizens, mistakes and shortcomings quickly catch the eye. Serious work is currently underway to reduce these shortcomings.

According to Giyosov, taking hot weather conditions into account, the reception was organized in two formats. From 10:00 AM to 4:00 PM, citizens of Tashkent city and Tashkent region were received in person, while after 4:00 PM, a remote online reception began for citizens from remote regions. Not only the minister, but also his compliance deputy, the head of the Tashkent City Main Department of Internal Affairs, and the heads of investigation, personnel, and all other sectoral services participated in the reception, studying the problems on the spot. Every appeal requiring additional study was placed under the strict control of the ministry, and such mobile receptions are planned to be held in the regions themselves soon.

In conclusion, private property disputes, fraud, and the sluggishness of local executive bodies are forcing people to come to high-level republican agencies. While such open dialogues organized by the Ministry of Internal Affairs have become a last resort of hope for the population, they also serve as a mirror for the system itself, clearly reflecting the shortcomings in the lower links. Ministry officials noted that to justify the trust of citizens and minimize errors related to system employees, oversight will be further strengthened, and the execution of appeals will remain in focus until fully completed.
