The court proceedings regarding the criminal case initiated against Ulugbek Mavlonov, the head of "GOLD STROY LUX" LLC in Bukhara, are ongoing. A group of citizens recognized as victims in this case have appealed to Effect.uz.
Editorial staff attended the regular court session held on August 14 at the Bukhara City Court, chaired by Judge Jalol Avezov. Notably, prior to the start of the court proceedings, Effect.uz journalists faced obstacles when trying to enter the open court session. Internal Affairs officers even resisted journalists in this regard.
Initially, the court assistant stated that the judge was not granting permission to let media representatives and victims inside. Upon entering the courtroom, the judge did not deny this situation either. Although the court was scheduled for 14:00, it began 2.5 hours later, and journalists and citizens were admitted to the process. Effect.uz requests the Supreme Judicial Council and the Supreme Court to pay special attention to this situation. The judge rejected the petition to record video, permitting only audio recording.
DAMAGES IN THE INDICTMENT: CLOSE TO 12 BIL?
According to the 127-page indictment in the case materials, the criminal case was initiated based on citizens' applications and documents collected on their part.
The investigation version states that Ulugbek Mavlonov, as the head of "GOLD STROY LUX" LLC, concluded contracts with citizens regarding apartments and commercial facilities, received funds, and in some cases sold the promised facilities to other individuals without handing them over to the buyers. According to the indictment, Ulugbek Barnoyevich Mavlonov has been charged under Articles 168, 228, 192 part 11, and 189 of the Criminal Code.
Among the episodes cited in the indictment, cases involving hundreds of millions of soums in damages are numerous. For example, in an episode concerning one citizen, it was recorded that material damage was caused to them in the amount of 1 billion 490 million 500 thousand soums. A contract was formalized for a store and an apartment, 290.5 million soums in cash were received, and expenses for construction materials worth 200 million soums were incurred. The promised facilities were subsequently sold to another person.
In the episode concerning Sobir Nasirov, a total of 681 million soums was received. Although 200 million soums were returned to him, it was recorded that 481 million soums in damages were caused due to the failure to deliver the promised facilities.
In the episode concerning Saodat Mirzayeva, 495 million soums were received for a commercial store with a 90-square-meter basement. It was indicated that the facility was not given to Mirzayeva but sold to another person, resulting in damages of 495 million soums.
Additionally, in the episode concerning Sevara Sobirova, it was recorded that a contract worth 350 million soums was formalized for an 85-square-meter commercial store, 284 million soums were received, and the facility was later sold to another person.
In the episode concerning Mehriniso Murodova, it was indicated that 125 million soums were received for a 30-square-meter commercial store. She was also recognized as a victim and civil claimant. However, the case is not limited to these episodes alone.
According to the indictment, a total material damage of 11 billion 725 million 162 thousand soums was caused to the victims by Mavlonov. Out of this, 2 billion soums were covered at the expense of damages caused to the Bukhara regional Main Directorate of "Uzpromstroybank" JSC (Note: "Oʻzmilliybank" refers to National Bank of Uzbekistan).
Notably, most of the victims are demanding not money, but the provision of houses and shops under their contracts. The case is currently being reviewed in court. The property claims of the victims will also be considered during the court proceedings, and the issue of recovering the caused damages or fulfilling obligations under the contracts will be given a legal assessment by the court.
