In Uzbekistan, transporting construction materials and debris in passenger elevators will be banned. Building managers will be required to ensure elevators receive maintenance at least once a month. The new procedure approved by the government will enter into force on January 1, 2027.
By Cabinet of Ministers Resolution No. 588 dated October 22, 2026, the Regulations on the Use and Maintenance of Elevators were approved.
According to the regulations, registration of elevators, conclusion and termination of maintenance contracts, entry and storage of service results will be carried out through the «Safe Elevator» unified interdepartmental electronic platform.
Elevators are registered free of charge by the authorized body. If the initial technical inspection result is positive, registration will be completed within two working days and a certificate with a QR code will be sent to the applicant.
In a visible place inside the cabin, there must be the elevator's identification number and a QR-code certificate regarding its registration. Additionally, the name, address, and contact information of the building manager and the maintenance organization will be posted.
According to the new regulations, regardless of the weight capacity of the passenger elevator, transporting construction materials and construction waste in it is prohibited. Items and equipment that do not fit the elevator dimensions, as well as transporting explosive, highly flammable, radioactive, and extremely toxic substances, are also not allowed.
The use of elevators and spare parts that were not purchased and installed through the electronic platform is also banned. It is established that the installer must provide a warranty of at least three years for each elevator put into circulation from this date. During the warranty period, the repair and replacement period for parts must not exceed 15 days.
During the period when the use of an elevator marked with a «red» information label is prohibited, it will not be serviced. For this period, the maintenance organization cannot demand monthly maintenance fees from the building manager.
Entry into the register of maintenance organizations is carried out free of charge via online notification.
